Portfolio Committee on Energy ”National Energy Efficiency Agency” SANEDI- Energy Efficiency 31 January 2013

Introduction The abbreviation ‘NEEA’ has been discontinued & is now referred to as ‘SANEDI-EE’. This is in-line with the National Energy Act, the Do. E’s recommendation & SANEDI’s decision to adopt a monolithic brand position. It also aims at avoiding further confusion in the market & should assist in the strategic positioning of SANEDI, as a solutions-based, ‘developmental-focussed’ entity of government.

Key Strategies Developed National EE-programme for Public Facilities. Diplomatic EE Strategy to Co-ordinate & Align International Funding. Skills Gap Analysis for Energy Management. Policy Mapping Exercise, together with the Do. E. Alternate Energy Framework for households in SA, together with PSASSA & other key stakeholders. Assisting the Do. E with: – NEES & NEEAP-development; – Standards & Labelling for EE-appliances, etc. .

Policy Mapping

Current Projects, (given the restraints) The development of solar-powered traffic signals was initiated & piloted by SANEDI & is now being implemented by various Local Authorities. A draft ‘Green IT Strategy’ was developed for SA, but has not attained momentum. The ‘Pumping Energy Efficiency’ initiative is still being pursued & will hopefully be included in the next round of DORAfunding applications.

…… continued Implementing the big. EE project, funded by the Wupperthal Institute in Germany, benchmarking EE -policies, processes & technologies amongst predominantly BRICS-countries. Hosting an AFD-funded Technical Assistance Facility (TAF), for an EE-&-RE ‘green’ credit line to 3 commercial banks in SA.

Liquid Fuels/ Transport This has been restricted primarily to the conversion of vehicles to LPG and the SANEDI research work into bio fuels & transport modelling. PS. SANEDI is ‘Leading by Example’, with our own pool vehicles acting as mobile billboards on the roads of Gauteng!

Envisaged Future Projects SA has joined the CEM-WG on ‘Cool Roofs’ & formally appointed SANEDI as the local contact. Cool surfaces are a high-impact, short-payback investment, that: – Improve buildings by cutting net energy use, help roofs and the equipment on them last longer, and improve the comfort of unconditioned buildings; – Generate significant economic and societal benefits by reducing heat and pollution related illness and death in urban areas; – Can possibly increase the current under-performing SWH’s; – Help us both mitigate and adapt to climate change risks.

How Cool Roofs Work Cool surfaces are measured by how much light they reflect (solar reflectance) and how long they hold heat, (thermal emittance). Air Temperature 37°C (99°F)

Target Monitoring We host the SDC-funded EE Monitoring System contract. We host the GIZ-funded GIS Specialist & system, mapping every SWH installed in the country. We have developed a secure, web-based M & Vsystem for the 12 -I and the proposed 12 -L EE-tax incentives: – – Confirm; Verify; Certify; In accordance with SANS 50010.

The 12 -I Tax Regulation DESCRIPTION R 20 billion tax allowance for energy-efficient manufacturing. STATUS In effect since July 2010 Remains until 31 December 2015 or until R 20 bn utilized. LEAD AUTHORITY The Department of Trade and Industry (DTI) Supported by SANEDI R 20 bn Active dti/ SANEDI ENERGY EFFICIENCY TARGET Minimum efficiency improvement requirement of 10% relative to similar local or international applications. 10%

Stakeholder Engagement SANEDI contains to play a crucial role in engaging all stakeholder, to advance the need for a morefocussed EE-delivery solution for the country: – Active member of all EE-related SABS/ NRCS technical committees; – Active member of the NBI-led EELN; – Member of the national SWH Task Team; – Member of the national S&L Steer. Co in SA; – Member of the SANAS Steer. Co for M&V Accreditation; – Initiator & member of the EE Lighting Design Competition. – SA-representative on the CEM-GSEP & Cool Roofs WG’s.

General SANEDI co-hosts the SAGEN-programme with support from GIZ, to address EE-activities. SANEDI-EE continues to provide an advisory & advocacy role: – addressing numerous customer enquiries/ complaints on a daily basis; – attending & presenting all major energy events; – writing & publishing articles on the subject; – engaging all the key (public & private) stakeholders on new developments in the EE-industry; – Developing an entirely new ‘user-friendly’ web-site, to assist in the above.

Conclusion It appears that the need for EE in SA is escalating. The activities are becoming more fragmented. This is leading to duplication & ‘wastage’. Need proper co-ordination, with: – Do. E focussing on Policy-development; and – SANEDI focussing on the co-ordination of implementation activities, performance tracking & consolidated national reporting.
