WHAT DO WE KNOW ABOUT E-LEARNING? E-learning theory describes the cognitive science principles of effective multimedia learning using electronic educational technology. Cognitive research and theory suggest that selection of appropriate concurrent multimedia modalities may enhance learning, as may application of several other principles
SELF REGULATION Self-regulated learning refers to several concepts that play major roles in learning, and which have significant relevance in e-learning. Zimmerman (1998) explains that in order to develop self-regulation, learning courses should offer opportunities for students to practice strategies and skills by themselves. Self-regulation is also strongly related to a student's social sources such as parents and teachers. Moreover, Steinberg (1996) found that high-achieving students usually have highexpectation parents who monitor their children closely.
With the academic environment, selfregulated learners usually set their academic goals and monitor and react themselves in process in order to achieve their goals. Schunk argues, "students must regulate not only their actions but also their underlying achievement-related cognitions, beliefs, intentions and affects"(p. 359). Moreover, academic self-regulation also helps students develop confidence in their ability to perform well in e-learning courses.
THEORETICAL FRAMEWORK E-learning literature identifies an ecology of concepts, from a bibliometric study were identified the most used concepts associated with the use of computers in learning contexts, e. g. computer assisted instruction (CAI), computer assisted learning (CAL), computer-based education (CBE), e-learning, learning management systems (LMS), self-directed learning (SDL), and massive open online courses (MOOC). All these concepts have two aspects in common: learning and computers; except the SDL concept, which derives from psychology, and does not necessarily apply to computer usage. These concepts are yet to be studied in scientific research, and stand in contrast to MOOCs. Nowadays, e-learning can also mean massive distribution of content and global classes for all the Internet users. Elearning studies can be focused on three principal dimensions: users, technology, and services.

HISTORY OF E-TECHNOLOGY In 1994, IBM, with its agency Ogilvy & Mather, began to use its foundation in IT solutions and expertise to market itself as a leader of conducting business on the Internet through the term "ebusiness. Then CEO Louis V. Gerstner, Jr. was prepared to invest $1 billion to market this new brand. After conducting worldwide market research in October 1997, IBM began with an eight-page piece in the Wall Street Journal that would introduce the concept of "e-business" and advertise IBM's expertise in the new field. IBM decided not to trademark the term "e-business" in the hopes that other companies would use the term and create an entire new industry. However, this proved to be too successful and by 2000, to differentiate itself, IBM launched a $300 million campaign about its "e-business infrastructure" capabilities. Since that time, the terms, "e-business" and "e-commerce" have been loosely interchangeable and have become a part of the common vernacular
E-GOVERNMENT E-government (short for electronic government) is the use of electronic communications devices, computers and the Internet to provide public services to citizens and other persons in a country or region. According to Jeong, 2007 the term consists of the digital interactions between a citizen and his or her government (C 2 G), between governments and other government agencies (G 2 G), between government and citizens (G 2 C), between government and employees (G 2 E), and between government and businesses/commerces (G 2 B). E-government delivery models can be broken down into the following categories: This interaction consists of citizens communicating with all levels of government (city, state/province, national, and international), facilitating citizen involvement in governance using information and communication technology (ICT) (such as computers and websites) and business process re-engineering.
E-GOV E-government is also known as e-gov, electronic government, Internet government, digital government, online government, connected government. As of 2014 the OECD still uses the term digital government, and distinguishes it from e-government in the recommendation produced there for the Network on EGovernment of the Public Governance Committee.
KENYA Kenya Following the transition from the longstanding Kenya African National Union government to the National Rainbow Coalition government in December 2002, in January 2004 a Directorate of e-government was established after an executive (cabinet) session. The newly created department had the duty to draw the plan of action for future ICT implementations. [50] Like many other African nations, Kenya has embraced the high mobile penetration rate within its population. Even people living in remote areas that did not have access to traditional telecommunications' networks can now communicate with ease. The fact of the same has, and continues to have, a great impact on the governments' strategies in reaching out to its citizens. [51] Given that about 70% of the population owns mobile phones, leading mobile network operators like Safaricom have taken a great step in offering services that meets citizens' demands. Such services include Kipokezi (which allows subscribers to do online chatting and also exchange electronic mails via standard mobile phones), and MPesa (which allows the subscribers to send and receive electronic cash). Such services have even appealed to the majority of Kenyans, as they support the branchless members of the society too, in undertaking normal and secure businesses via M-Pesa. The recent IMF report reveals that MPESA transactions in Kenya exceeded those carried out by Western Union worldwide
