Concept, Rationale and Benefits TITLE UPGRADE PROGRAM
Title Upgrade Program Concept • Conversion of Manually-issued Titles to e. Titles o o Covers 11. 5 M Manually-issued Titles Nationwide implementation 3 years, starting January 2017 Coverage: o All OCTs, TCTs, and CCTs o All Patents
Manually-issued Titles and e. Titles Vault Copies of Manually-issued Titles --- filed and stored in the Vaults of RDs Vault Copies e. Titles --electronically stored in the Servers of RDs
Program Drivers • Converting all Manual Titles to e. Titles supports the LRA’s Computerization Project – Secures the Original (Vault Copy) Titles from loss and destruction – Allows easier retrieval for transaction processing • Converting all Manual Titles to e. Titles is the next stage of LRA’s Computerization Project --- full computerization of title records
Benefits • Original (Vault Copy) Titles are protected from loss due to fire, flood, man-made and natural disasters, misplacement/ misfiling, and wear and tear; • Owners are spared from the expensive and tedious process of reconstitution, in case the Vault Copy is lost or damaged; • Faster transaction processing turn-around-time, as titles need not be retrieved from the vault;
Benefits • e. Titles shall allow LRA to further innovate with respect to Service Delivery to clients --– e. Titles enable LRA to implement A 2 A Registration; and, – Enables 24 x 7 (Anytime) Web-based (Anywhere) On-line Services. • Supports the risk management requirements, --e. Titles are not subject to misplacement
A 2 A Services • Launched on October 11, 2012 • Capability to request for Certified-True-Copy (CTC) of a Title from any “live” Registry of Deeds nationwide –RD to RD –RD to Extension Offices *Available also for Parcel Verification Service • Future Services –CTC of Supporting Documents –Registration of Deeds
ANNOTATION + e. TITLE
Making your Land Title More Secure • When you visit your local Registry of Deeds to register an annotation transaction and provided you are able to surrender the owner’s duplicate certificate of title, your manuallyissued title shall be automatically upgraded into an e. Title. • This is in line with government efforts to better protect the rights of landowners.
LINKAGES WITH OTHER GOVERNMENT AGENCIES
BIR-CAR Verification System BIR LRA BIR RD • Generates e. CAR via e. CAR System • Sends e. CAR details to LRA • Confirms receipt of e. CAR details • Prints e. CAR and releases to client • Validates e. CAR presented by client vs. e. CAR stored in DB
LRA-BIR Linkage Automatically validates the authenticity of the BIR CAR presented by the registrant in the RD to ensure that proper taxes are collected by the government • Benefit - Reduce risk of tax leakage • Status - Implemented
LRA-HDMF Linkage RD HDMF RD • Generates Mortgage Document with 2 D Barcode • Entry Clerk scans the 2 D Barcode • Systems automatically populates databased on 2 D Barcode data
LRA-HDMF Linkage Machine-readable Documents with HDMF to make the processes with LRA more efficient and accurate • Benefit - Faster processing time; Less errors on the encoded data • Status - Implemented
LRA MAPPING SOLUTION
What are the services for? • The Mapping Services of LRA will show the graphical representation of land parcels with respect to its geographic location and features within an area.
Parcel Verification Service (PVS) vs. Geo-Spatial Querry Service (GQS) • Parcel Verification Services may be used when the client knows the specific title number/s to be mapped • Geo-spatial Query Services may be be used when the client does not know the title number/s but knows a Point-of-Interest and/or an Alignment of Interest where the properties to be mapped are generally located
Parcel Verification Service • Shows configuration of the parcel and the relative position/location • Best used for verifying the location of a specific property
