WHAT IS PRISM ? PRISM IS 100% Federally Funded Public Safety Program That Links a Motor Carrier’s Safety Performance to Its Vehicle Registration (USDOT & VINs) to: • Deny, Suspend, and Revoke Registrations of OOS Carriers; • Improve a Carrier’s Safety Performance; and, • Enhance Data Quality.

PRISM • Feasibility Study Mandated by ISTEA of 1991 – Five State pilot concluded in 1997 • Funding Authorized by TEA-21 for Nationwide Implementation • Additional PRISM Funding Authorized by SAFETEA-LU

Commercial Vehicle Registration Process • International Registration Plan (IRP) Provides the Framework for the PRISM Program – Establishes Link Between the “Motor Carrier Responsible for Safety” and Every Vehicle Registered through the IRP

PRISM • PRISM States determine if the motor carrier responsible for safety of each vehicle is expected to change during the registration year – State may choose to bar-code carrier information on cab card if carrier responsible for safety is not expected to change – PRISM grant money can be used to purchase bar-code readers for roadside inspectors

PRISM: Roadside Enforcement Support • PRISM Grant Money can be used to support: – NLETS – Inspection Selection System (ISS-2) Software – Query Central, including wireless access – Law Enforcement Connectivity Enhancements

PRISM • PRISM States Require all registrants to update motor carrier census data (Form MCS-150) if not updated in the last year • Deny renewal if MCS-150 data will expire during the registration year (Exceed 24 months). • Plate renewal packages encourage carriers to update data at any time online at http: //safer. fmcsa. dot. gov • Why are MCS-150 updates important? – For Better Safe. PRISM: Key to the Program • PRISM States Check carrier safety status before issuing IRP credentials – Carrier Check: Does USDOT Number Belong to an OOS Carrier ? – Vehicle Check: Is the Vehicle VIN Number associated with an OOS Carrier?

IRP State Registration Office Plate Renewal Time DOT Number Check: “The USDOT Number for XYZ Express Trucking is A – OK” Vehicle Check: “Wait a minute ! The Safer/PRISM database indicates vehicles with these VIN #’s are linked to ABC Express Trucking. We’re gonna have to see a transfer of title, a lease agreement to another carrier, or some kind of evidence that ABC and XYZ are not the same company. ”
