Nature of Purchase • My first impression of purchasing job in Gec Alsthom • The conception changed from plan economy to market economy. • Purchase is a management of “ Quality, price and delivery” • • -Clear procedure: Sampling, in-coming tests, qualification, follow-up, evaluation -2 or more suppliers for one item of material for price negotiation Follow-up of delivery –delays due to unforeseen factors Communication within the organization
Purchase cannot be independent • • • Introduction of ERP system in the enterprise Understand well the technical specifications Decision making Claims to the suppliers Payment issues

Qualification for a good purchaser • To follow the General Procedure of purchasing in the company • Knowledge of the industry you are involved • To be able to make purchase forecast with or without ERP system • To handle correctly the material requests from production planning of the company • Communication skills with suppliers • To be able to solve urgent issues
Functions in an organization • Ensuring the materials required for production. • Collecting new materials for R & D of the company • Make contribution to cost-down of production • Annual target (2010) : 2 million in BTWCN • Help company to set up good image and credit to outside organizations
Global purchase • • Sharing purchase information within the group Increase the purchase capability Reducing warehouse stock Help purchasers to go into the international market
Visits to suppliers • Visit before purchase • Visit when the supplier is in production process • Visit before delivery • Visit for quality assurance • Visit for annual evaluation
As purchasing manager • 1. To guide the purchasing team • 2. Take the responsibility when the team feel challenge. • 3. Solve delicate issues with people both inside and outside the company • 4. Prepare statistics to General Manager and to the Group • 5. Good mastery Chinese laws, regulations, politics, international market trend. • 6. To be involved in the Group activities
Categories of purchase • Materials directly used in production , including packing materials • Auxiliary consumables (indirectly used in production) • Equipments and installations • Spare parts • Maintenance for equipment and installations • Administrative purchase • Rental • Services, such as meals, wastes treatment, greenery, cleaning etc. • PPE (safety , fire protection etc)
