BARRIERS IN THE DEVELOPMENT OF HYDEL POTETNIAL IN PAKISTAN • Limited financial resources both for project studies and implementation. • Long term investment returns starts coming after long time. • Long investigations and gestation period of hydropower projects. • Remote location of promising potential sites and dilapidated infrastructure. • Lack of trained manpower. • Non availability of local manufacturing facility for electro-mechanical equipments. • Lack of experienced local construction companies for medium to large size HPPs. • Less response from private investors in implementing hydropower projects. • Security situation. 21
RECOMMENDED MITIGATIONS • Funds may be arranged/allocated on priority basis for the planning and development of indigenous resources. • Priority needs to be given for Construction of Mega hydropower projects. • All identified potential sites be studied to feasibility level and implementation may be scheduled on Long term basis. • Sufficient manpower be got trained with short term courses and on job training. • Infra-structure in potential project areas be improved. • Local manufacturing be encouraged with transfer of technology. • Projects with PPIB may be implemented with Public-Private Partnership. • Security of potential areas be improved. 22

KOHALA HYDROPOWER PROJECT • During the visit of President of Pakistan to China from 14 th to 17 th October 2008, a MOU was signed with M/s. CWE to implement the project under EPC –Turnkey or BOOT basis with preferential supplier credit through Chinese Bank by the Contractor. Copy of draft Feasibility Report and other details of the project were provided to M/s. CWE on 19. 11. 2008. Decisions of Ministry of Water & Power dated: 17 -02 -09: • • – – – i) WAPDA will hand over feasibility study alongwith supporting data to CWE Ii) CWE will review/check and may request for furtherdata if required Iii) The existing consultants may continue till the stage of Detailed Engineering Design. • Feasibility report alongwith supporting data suppliedto CWE and a visit was conducted by CWE, PPIB & WAPDA • Detailed Engineering design and Preparation of Tender Documents will be completed by August, 2009. 42

ECNEC approved the PC-II for carrying out feasibility study and detailed design on 14. 12. 2005 for Rs. 832. 716 million inclusive of FEC of Rs. 232. 733 million. Consultancy Contract Agreement signed on 25. 4. 2007 for Feasibility study, Detailed Engineering design and preparation of tender document with a Joint Venter of the following Consultancy firms: • M/s Mott Mac. Donald Ltd (Lead Partner) • M/s Sogreah Consultants SAS • M/s Nippon Koei Co.
