Overview of DG ENV activities Jacques Delsalle, DG Environment 4 th EIONET workshop on Climate Change Impacts, Vulnerability and Adaptation Brussels, 30 June 2010
After the split with DG CLIMA on 18/2/2010, DG Environment focuses on: n Assessment of the environmental pathway of vulnerability to Climate Change (and other anthropogenic pressures) n Assessment of ecosystem-based approaches and environmental impact of adaptation measures n Mainstreaming adaptation into Environmental Policies (Water, Marine, Biodiversity and Ecosystem, Resources, Eco-Innovation, etc. )
Environmental pathway of vulnerability Economic impacts Climate Change Greenhouse gases concentration Temperature (means & extremes) Ecosystem conditions and supporting services Infrastructures and physical capital (Damages, Losses) Production and Consumption (Processes, consumer behaviour, Growth potential, Variability/disruptions activity) Employment Species phenology Precipitation (means & extremes) Sea level rise Cultural Capacity, Technological Capacity, Financial Capacity, Gouvernance Species distribution Forest fires Adaptive Capacity Impact on Ecosystem services Permafrost/ice melting Water quality Floods Anthropogenic Pressures Provisioning (Food, Freshwater, Wood/fiber, Fuel) Regulating (Climate, Flood, Diseases, Water purification) Cultural Soil degradation Social Impacts Water scarcity droughts Land-use changes Resource-intensive Production/consumption Demographic changes Health (Mortality, Morbidity, Labour productivity) Distributive impacts (Social groups, Regions) Resource conflicts Migrations Social fabric Governance Portfolio Adaptation Measures Grey Green Soft Tools Knowledge Base Indicators Monitoring
White Paper on Adaptation: Actions under DG ENV responsibility n Guidelines for River Basin Management Plans (delivered in Dec 2009) n Measures to enhance water efficiency in agriculture, households and buildings n Natural water retention measures n Inclusion of climate change in the implementation of the Floods Directive n European guidelines on adaptation in coastal and marine areas n Follow-up Green Paper on Forest Protection n Measures to boost soil storage capacity for both carbon and water n Integration biodiversity loss and climate change n Guidelines for the management of Natura 2000 sites n Adaptation Guidelines for the EIA and SEA Directives
Water and Adaptation Modelling n 20 months contract: ends August 2011 n Provide analytical basis for the 2012 “Blueprint to safeguard EU waters” Review of the implementation of the Water Framework Directive è Analysis of measures addressing Water Scarcity and Drought policy è n Capacity Building Ad-hoc integrated assessment and modelling framework, making use of JRC outputs. è The models and dataset developed in the context of this contract should enable further in-house modelling. è n Contribute to EU Adaptation Framework Mainstreaming adaptation into EU Water policy è Link with EU Clearinghouse on CC Impacts Vulnerability and Adaptation è
Identification & Assessment of adaptation measures Reference Scenarios: Identification of EU-wide vulnerability + hotspots Measure impacts indicators Vulnerability indicators Inventory of available measures Effects can be quantified with models available to the consortium & JRC Effects can be quantified with other models Effects cannot be quantified with models Additional model analysis Water. Gap, Lisflood, etc. Literature analysis Expert judgment Synthesis of measures assessment Source: Alterra
European Parliament Preparatory Action Climate of Carpathian Basin n Objective: Investigate the detailed weather-related and spatial structure of the Carpathians and the Carpathian basin with integrated or at least comparable methods. n 2009 allocation 1 (JRC) è collection and elaboration of relevant data in view of getting a real-time monitoring of drought in the Carpathian region è developing an information exchange protocol/platform n 2010 allocation (DG Environment) è Analysis on the vulnerability of the region to climate change impacts and on identifying potential adaptation measures, focusing on impact on ecosystems, and ecosystem-based adaptation approaches è Contribute to concrete policy proposals in line with the Commission White Paper on Adapting to Climate Change: è 2 Open calls for tender to be published early August 2010. Overall budget € 2. 000
The way forward n Key studies 2010 -2011 è è Potential ecosystem-based approach & screening adaptation strategies Costs and Benefits of natural water retention measures Project management green infrastructure measures Mainstreaming Etc. ENV policies Stakeholder consultation (validation EU models, local scale) Indicators & Assessments (with EEA) n Link to key DG ENV Initiatives: è è è Post-2010 Biodiversity Policy and a Strategy on Green Infrastructure. Resource Efficiency (2011) Blueprint to safeguard EU waters (2012) Modelling (with JRC): Land-use, RCM, Lisflood, regional/sectoral models
