Once upon a time in the state of Connecticut, a group of concerned citizens Once upon a time in the state of Connecticut, a group of concerned citizens joined together to form a coalition of AIDS housing providers. Their vision was that all people living with HIV/AIDS would have appropriate housing and a full range of services necessary to live their lives in dignity.

In 1991 CARC developed the first Standards of Care, and in 1996 implemented the In 1991 CARC developed the first Standards of Care, and in 1996 implemented the quality assurance tool for AIDS housing programs in Connecticut. The standards were the first of their kind in the nation, and continue to be a model for AIDS housing around the country.
