On-The-Job Training Spring 2009
VR’s OJT Policy • OJT can now be used in conjunction with RBF • VR can reimburse up to $2500 to an employer for the cost of training a new employee • VR reimburses ½ of the hourly wage up to the $2500 • OJT can only be used when an actual job offer is being made to the consumer for a job that is consistent with their vocational goal.
When to consider an OJT • The consumer has skills to learn the job and basic knowledge for the position, but will need skills and training specific to that business • Can NOT be used if employer has anyone on lay off or on strike
Process for OJT • VRC/ES and Consumer determine that OJT can be pursued • OJT must be on the IPES and IPE • When the job is found, VRC is notified of job offer • W 9 and Direct Deposit form is completed by employer and given to VRC • OJT plan is developed • VRC must authorize for the OJT prior to start of job • At end of each month, VRC prepares billing form and send to the employer for signature and documentation of training progress
How to Market to Employers • Benefits of OJT to Employer – ½ of the wages up to $2500 for training a new employee – Employer is getting a qualified employee – Support from the Employment Specialist/VRC – Assistance in identifying appropriate assistive technology/accommodations. – Can use with WOTC
Marketing • Possible barriers for employer – OJT is a taxable income for the business – Paper work may be perceived as a barrier • WE NEED TO MAKE IT EASY FOR THEM – The Employer will be committing to doing some training, which should be what they are doing for any other employee they hire.
Paperwork needed for an OJT • OJT Training form • W-9/Direct Deposit form for State of Indiana • Authorization for OJT from VRC • OJT Billing Form
OJT Training Form – This is completed by the ES (or VRC if not referred for RBF) and the Employer – It identifies what the employer is training the new employee to do
RESPONSIBILITIES OF PARTICIPANTS • Employer – identify assigned supervisor and contact information – identify assigned tasks and time frame when they should be mastered – identify who will spend direct instruction to employee for specific tasks – identify wage and number of hours per week
Responsibilities • EC to work with VRC to gather job description, wage, OJT training dates to develop plan • VRC to have OJT on approved IPE, processed new vendor forms, authorized OJT funds prior to start date • EC and VRC to work together on gathering OJT billing information from employer for payment • EC to obtain training progress information from employer for VR
Responsiblities • EMPLOYEE – be responsible for daily production goals, be a team player, and display good work ethics – Be the best employee possible!
Examples of training plan for Auto Technician Helper • Start date 4/2/09 End date 5/30/09 • Works 30 hours a week at $7/hr (VR pays $3. 50/hr) • Total 120 hrs – VR authorizes $420 – To learn how to change oil and replace spark plugs in two weeks – To learn and apply safety rules within one week – To learn to rotate tires in 30 minutes by two weeks – To learn how to read a computerized diagnostic profile in one month – To learn to mop and sweep work floor at the end of work shift in one week
Example of training plan for Legal Receptionist • Start date 4/6/09 End date 5/22/09 • Works 40 hours a week at $16/hr (VR pays $8/hr) Training plan is for 7 weeks for total of 280 hours. VR would authorize $2240 – To learn multi-line telephone system within one week – To learn each attorney’s specialty within one week to appropriately refer clientele – To prepare and mail all general clientele correspondence as assigned within one week – To learn to schedule attorney appointments within two weeks – To learn how to correctly place documents in client’s file in four weeks – To learn how to prepare monthly client billing within seven weeks
