PLANS BRANCH § National Incident Management System—FFY 09 Requirements: Letters to the Governor of each of your states were sent by the FEMA Administrator detailing the requirements for FY 2009. A generic copy can be found at http: //www. fema. gov/pdf/emergency/nims/All. Governors_2 009_NIMS_Implementation. Letter. IMSI. pdf Included is a requirement for ICS-400. Here is the specific language: For 2009, States should continue to follow all guidance contained in the 5 -Year NIMS Training Plan, released in February 2008, to include implementation of ICS-400: Advanced ICS training.
