PDR Progress STRATCOM & CMO Capability Development Mid-2003 JDA Ø PDR STRATCOM principles not institutionalized or being utilized PDR March 2010 Ø GRP Inter Agency SC Coordinating Council meets regularly (DND - USEC CVRA; AFP - CMDR, CRS) [2006] Ø AFP J-7 reactivated-designated staff proponent for SC ( 2006). Ø New Joint AFP CMO Doctrine published (2006). Ø Shortfalls in CMO capability – gaps in staffing, organization, training, funding and other resources. Ø USLASC designated as responsible for development and dissemination of DND SC. (2007) Ø J-7 formally reestablished the STRATCOM Technical Working Group (TWG). The TWG coordinates the activities of the five STRATCOM/CMO project teams. (2007) Ø AUS ADF conducted 1 st STRATCOM Seminar at Camp Aguinaldo 20 -21 May 2008. Ø 1 st Joint R. P. – U. S. CMO Plan published for MDB-SEB (2008). Ø Integration of SC into MDB/SEB exercise program (2008). Ø 1 st Joint R. P. – U. S. CMO Plan published for Balikatan 2009. Ø Two CMO Battalions (2 nd/7 th Infantry Divisions) established (2008). Third CMO Battalion recently activated (the 5 th Infantry Division). Ø New Philippine Army CMO doctrine published in Dec. 2008. Ø Five Project teams conducting assessments of existing Policies, Department Orders to formalize future policy/training. (2009) Ø Draft DND SC Policy document in staffing review (2009 -2010)
PURPOSE Define Strategic Communication, framework, spectrum, components and process. Define the DND Offices / bureaus for STRATCOM including intra and interagency lingkaging. Determine manning / competencies. Assign authorities / responsibilities of key DND players. Provide materiel and facility support to STRATCOM Establish training program.

ADMIN & SUPPORT Capability and capacity build-up of DND STRATCOM in human resource, materiel and facility shall be a priority agency concern taken from existing and/or programmed resources at all levels in the agency. Involved bureaus and the DND proper offices shall allocate at least 1% of their programmed funds for STRATCOM material and facility development in their respective offices the compliance of which shall be incorporated in the programming of respective funds. Utilization of existing office and buildings shall serve to support the facility development of each STRATCOM facility at all levels with minor renovations allowed. Premium shall be given to an information technology based STRATCOM products and connectivity infrastructure. A DND STRATCOM handbook shall be published and used as the general guide to STRATCOM organization at DND and doctrine formulation at the bureau level.
AUTHORITY USLASC shall serve as the Principal Staff for all STRATCOM management and integration. Chairman, SCWG, USLASC shall have convening authority over bureau PAO’s and other concerned agency/bureau service level subject matter experts (SME) or action officers Division Chiefs, STRATCOM office may directly collaborate and pursue STRATCOM efforts with concerned intra and interagency. An ad hoc body composed of the SMA to SND, CS to SND, the Dep Chief, SC Office shall advise the SND on STRATCOM matters on a daily basis.
RESPONSIBILITIES - USLASC Supervise STRATCOM Office. Heads the STRATCOM Committee to integrate efforts at executive level. Evaluate the report on the review of existing communication policies, doctrines, plans and programs of the DND and its bureaus/agencies to ensure compliance with the Constitution and existing laws, rules and regulations; Provide guidance in the formulation of communication policies, doctrines, plans and programs of the DND STRATCOM and its bureaus/agencies; Supervise, coordinate and provide direction for the implementation of communication policies, doctrines, plans and programs of the DND and its bureaus/agencies relative to STRATCOM through the Chief, OPLA; Advise the SND on matters pertaining to STRATCOM; and, Advise the Secretary on matters pertaining to strategic communication, public affairs and information, and legislative liaison.
RESPONSIBILITIES - USDA Align AFP Operations in support of the attainment of the STRATCOM objectives; Support STRATCOM with Defense Intelligence; Develop and integrate Civilian Armed Forces Geographical units into the DND STRATCOM program; and, Provide direction and supervision over NDCP in STRATCOM competency and training development.
RESPONSIBILITIES - USDA Align AFP Operations in support of the attainment of the STRATCOM objectives; Support STRATCOM with Defense Intelligence; Develop and integrate Civilian Armed Forces Geographical units into the DND STRATCOM program; and, Provide direction and supervision over NDCP in STRATCOM competency and training development.
RESPONSIBILITIES - USCVRA Propagate STRATCOM through 3 rd party delivery mode in the Veteran’s, Civil and Reserve Affairs; Provide interagency networking support to STRATCOM through Civil Relations; Develop and integrate the Reserve Force in the DND STRATCOM program; Develop and integrate AFP Civil Military Operations in the DND STRATCOM program; Integrate the National Reconciliation Development and Peace Process efforts in the DND STRATCOM program. Develop involvement of the Veterans and Retirees for third party advocacy effort of STRATCOM; and, Highlight DND programs on Support to Socio-Economic Development in the STRATCOM program.
RESPONSIBILITIES USIA – responsible of the personnel, information technology and other organizational build-up support to the DND STRATCOM. ASPER – responsible in the manning, skills and career path development. programs for the STRATCOM organization at the DND proper ASSA – provide strategic international defense and security engagements inputs to the DND STRATCOM ASPP – Integrate STRATCOM with DSOM and other components of the DND planning system and provide inputs in the DND STRATCOM assessment for its organizational development. C, DIMO – shall provide supervision and support for the development, maintenance and sustainment of the Information Technology based DND STRATCOM for cyber wide application.
RESPONSIBILITIES – C, OPLA Manage the operations of the DND STRATCOM Office through its components and process. Coordinate STRATCOM efforts among the DND offices, bureaus, government agencies and other specific stakeholders. Undertake liaising efforts with Legislature, executive and judiciary Manage STRATCOM for public affairs, defense support to public diplomacy, information operations and legislative affairs.
