Warsaw/Modlin Airport development in air fright/cargo segment • Growing air fright/cargo market facing growing congestions due to underdeveloped infrastructure in Central-Eastern European Countires. • Dedicated plan for cargo infrastructure development (master plan option): – Air Side: taxi ways, APRON stands, cargo terminal, – Land Side: access infrastructure i. e. storage facilities, parkings, access truck roads, ring • Evolutionary scenario - incremental growth e. g. by the following sub-segents: 1. express and mail, 2. dry cargo (e. g. high tech. , cyclical products, electronic/pharma components, etc. ) – medium/long haul, 3. oversized cargo, 4. perishable products (food and agro products fresh and frozen). • Investment scenario: complex investment backed by long term joint venture and cooperation agreements with well established global logistics operator or carrier. • In each scenario installing a cargo infrastructure/facilities would be supported by by relevant joint development agreement (equity or concession type model) with apprioprate contractual backing i. e. revenue guarantee (volumes, ATMs) or sufficient pay back capacity.
Conlusions of the conference „ Warsaw/Modlin Airport and WM SEZ stimulating development of Mazovia ” • • • „For many years we have been talking about the airport creation in this part of the Region. We are going to build a railway Warsaw – Warsaw/Modlin (…) However, I believe it is not the only way to develop this area. I know that solution its potential is much larger. Following the examples of other similar aiports, it is worth to take next step and create in this part of the Region for instance technology park or special economic zone” - Adam Struzik, Marshall of Mazovia Voivodship said. „Borders extension of WMSEZ including Warsaw/Modlin Airport and surroundings it is a huge possibility of development. This type of enterprises stimulates new investment and therefore are new created work places. Airport would be an extra incentive for potential invsestors. One can not miss that opportunity. ”- Piotr Okienczyc, President of the Board Warsaw/Modlin Aiport said „The Board of the WMSEZ recommends creating Modlin Subzone WMSEZ, on the investment areas indicated by the Region Government. Warmia and Mazury Special Economic Zone Entrepreneurs operating within the area of W-M SEZ who hold a Permission to run business activity in the area of the Warmia. Mazury Special Economic Zone, are entitled to benefit from public aid in the form of income tax exemptions. The investor can be entitled to this exemption in two ways – for a new investment or for creating new work places. Entrepreneurs can decide to choose the way that they want to benefit from.
Warmia and Mazury Special Economic Zone • For the Mazovian Region, the regulations establish the maximum amount of aid at the level of 30% of eligible costs of a new investment, or 30% of two-year labour costs of newly hired employees. • In the case of medium enterprises, the regulations increase the maximum amount of aid by 10%, and in the case of small enterprises – by 20%* • *excluding businesses in the transport sector
