СКРИННИНГ Оценка воздействия – процедура сложная, затратная и длительная. Поэтому за рубежом она не всегда требуется. Ответ на вопрос, в каких случаях ее нужно применять – задача скрининга. В России отсутствуют законодательно закрепленное разделение объектов капитального строительства на подлежащие и не подлежащие оценке воздействия.

ОПРЕДЕЛЕНИЕ РАМОК Определение рамок – процедура, сводящаяся в предварительной оценке масштабов последствий реализации проекта.

ОПРЕДЕЛЕНИЕ РАМОК В Российском законодательстве, строго говоря, нет понятия «определение рамок» в оценке воздействия. Однако Градостроительный кодекс (статья 48. 1) выделяет класс особо опасных, технически сложных и уникальных объектов, проектная документация по которым должна содержать перечень мероприятий по предупреждению чрезвычайных ситуаций природного и техногенного характера.

ОПАСНЫЕ И ТЕХНИЧЕСКИ СЛОЖНЫЕ ОБЪЕКТЫ 1) объекты использования атомной энергии; 2) гидротехнические сооружения первого и второго классов; 3) линейно-кабельные сооружения связи и сооружения связи; 4) линии электропередачи и иные объекты напряжением 330 киловольт и более; 5) объекты космической инфраструктуры; 6) аэропорты и иные объекты авиационной инфраструктуры; 7) объекты инфраструктуры железнодорожного транспорта; 8) метрополитены; 9) морские порты; 10) тепловые электростанции мощностью 150 мегаватт и выше; 11) опасные производственные объекты, на которых: а) получаются, используются, перерабатываются, образуются, хранятся, транспортируются, уничтожаются опасные вещества в количествах, превышающих предельные. б) получаются расплавы черных и цветных металлов и сплавы; г) ведутся горные работы; д) используются стационарно установленные канатные дороги.

Is the effect likely to be significant? Yes, buildings are nationally designated. Questions to be considered in Scoping: Dredging? Yes. Which Characteristics of the Project Environment could be affected? Will involve dredging of canal. Is the effect likely to be significant? No – the canal is regularly dredged anyway.

ПРИМЕР: САНТА-БАРБАРА Aesthetics/Visual Analysis • Consider impacts of elevated BART tracks on scenic vistas and evaluate visual impacts of the Union Pacific tracks elevated to accommodate BART on scenic vistas. • Consider the visual impacts of large parking structures at Montague, Calaveras and optional Abel stations. • Stations and parking areas could create light or glare that would adversely affect day and nighttime views. • Should consider designing stations to match the neighborhood aesthetics and respect the neighborhood character.
