Funding Area A Region in Change – After London and Paris, the Ruhr Area is Europe‘s third largest metropolitan area – The region is characterised by structural change - from the former coal and steel district (“Revier“) to an important location for service enterprises – The Ruhr Area has about 5, 4 million inhabitants – The region‘s economy is still growing at below average rates compared to NRW. Meanwhile, with 116 milliard Euro, the Ruhr Area generates only one fourth of NRW‘s GDP. – Strukturwandel im Ruhrgebiet Structural change is in full swing: more and more persons work in the services sector, less and less in the industrial sector. – With 12 percent (2002), the unemployment rate lies above the national average. Innovation – – Funding Area Scientific Potential With six universities and nine colleges of higher education, as well as numerous technology centres and research institutes, the Ruhr Area has the highest density of universities in Europe. In the winter semester 2001/2002, 165. 802 students were enrolled in the region‘s universities. – To use this potential for the promotion of the regional economy is one of the goals of the „Wachstums- und Beschäftigungspakt Ruhr“ (Growth and Employment Pact Ruhr). The Four Strategic Principles Zukunfts. Wettbewerb Ruhrgebiet. . . funded with over 102 million Euro, it is one of the largest regional programmes in Europe Implementation Zukunfts. Wettbewerb . . . for the first time, cooperation between economy and science is specifically promoted • Ideas • Contest-based awarding of funds, rewarding the best ideas. Selection of projects by an independent jury composed of experienced • and competent representatives from economy and science. • Market success The supported cooperation must result in marketable and market-ready products, processes or services. Jobs New jobs have to be created or existing ones secured in proportion to the funding amount. Cooperation Funding is awarded for technologyoriented innovations for which enterprises cooperate with universities and research institutes. This cooperation implies the chance that research results and development projects can be transformed into market successes more quickly.

Objective 2 Programme Goals • The main goal of the programme is to create and secure jobs. For this purpose it is of central importance to increase investment activity, including – the founding of new firms – regional competence development – improvement of the infrastructural framework conditions All in all, projects with a total volume of 2 milliard Euro, of which about 1 milliard Euro are EU-funds, can be supported.

Implementation Zukunfts. Wettbewerb General conditions of the contest – The applying enterprise has to be located in the Objective 2 Area. – Projects focus on technology-oriented product-, process- or services development – without restriction to specific branches. – The funding rate is 35% up to 50% max. of the project expenditures of SMEs; and up to 25% for other enterprises. The maximum funding amount is 500. 000 Euro. – Cooperation of SMEs with at least one university or research institute is mandatory. Applications can only be submitted by enterprises.
Indicators of the contest budget provided: € 100 million (€ 50 mill. EU, € 50 mill. state funds) thereof granted : € 67, 1 mill. (€ 12, 9 mill. EU, € 12, 9 mill. state, € 41, 3 mill. private funds) Implementation Zukunfts.
