National Security Education Program (NSEP) • DOD program provides a unique funding opportunity for U. S. students to study world regions critical to U. S. interests (Africa, Asia, Central & Eastern Europe, Eurasia, Latin America and the Middle East). • NSEP goals – undergraduate students experience cultural and linguistic immersion in an overseas program for an academic year. • Current languages - Arabic, Central Asian Turkic languages, Chinese, Hindi/Urdu, Korean, Persian/Farsi, and Eurasian languages. • Service commitment runs concurrent with NROTC commitment. 5
Do. D Grant Awards for the 2008 ROTC Language and Culture Project • Eight major grants totaling $3. 07 million dollars. • Grants explore the development of long-term involvement between Cadets / Midshipmen and regional areas as well as projects that use culture as a vehicle to grow cadet interest in language study. • 2008 recipients include Arizona State University, Georgia Institute of Technology, Indiana University, Louisiana State University, North Georgia College and State University, Texas A&M University, University of Mississippi, University of South Florida, University of Texas Austin, University of Utah, Virginia Military Institute. 6
Roles & Responsibilities • Deputy Chief of Naval Personnel for Manpower (Navy Total Force) – OPNAV N 1: Provides production guidance, establishes NROTC accession policy. • Commander, Naval Education and Training Command (NETC): Supports NROTC production through policy, planning, programming. • Commander, Naval Service Training Command (NSTC): Update LREC listings, monitors program, reviews majors. • NROTC Units: Maintain current NSTC listing of LREC academic majors / minors, mentor Midshipmen. 7
Regulations for Officer Development (ROD) for the Naval Reserve Officers Training Corps (NROTC) • CNSTCINST 1533. 2 dtd 02 Jul 07 – Chapter 4: “Professional Development” – World Culture and Regional Studies Course (Specified Course) • Emphasis on 3 rd World, Far East, SW Asia • Minimum 3 semester hours • Expand in future officer corps “the awareness, knowledge, and sensitivity of world cultures and peoples. ” • Required for USN Scholarship / Advised for USMC Scholarship (see Table 4 -1) 8
Olmsted Overseas Travel and Cultural Immersion Undergraduate Program • $98 K this calendar year (2008) • Individual trips partnering with the USNA, USAFA, and USMA programs • Sample countries: Russia, China, Spain, Japan, Syria, Turkey, Philippines, Thailand, Argentina and Eastern / Central Europe • Trips usually are 3 weeks or less – just enough time to expose MIDN to country’s language and culture http: //www. olmstedfoundation. org/olmsted/web/index. cfm 9

Continued • Arizona State University's Critical Languages Institute will offer Tadjik, Uzbek, Tatar, or Russian and allow participants to travel to the region for cultural immersion. • Georgia Institute of Technology will use grant funds to develop semester and year-long study abroad opportunities in Korea and the Middle East for students pursuing technical degrees. • Louisiana State University offers Arabic and Chinese through their Global Studies Residential Hall with residential advisors who will also serve as language tutors and LSU will fully fund study abroad experiences for participants. • North Georgia College and State University will develop a creative recruiting strategy to attract cadets and midshipmen from across the state to study Chinese. • Texas A&M University offers study abroad scholarships and other opportunities for students to study Arabic and Chinese. 21
Continued • University of South Florida was selected to receive a planning award which will cover costs associated with aiding and building critical language programs. • University of Utah will offer participating ROTC students the option to choose from strategic languages including Arabic, Chinese, Russian, Korean, Persian, Hindi-Urdu and Pashto. • Virginia Military Institute plans to develop and staff supplementary writing, reading, and oral/aural centers to help their students gain proficiency in Arabic and provide summer scholarship support for selected students (targeted towards science and engineering majors). 22
