What Shaped the History of Asset Management? 1787 - The US CONSTITUTION “Congress shall have the power to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United States. . . “ The PROPERTY “ACT” of 1949 was enacted to provide a comprehensive plan for the acquisition, management, and disposal of Federal personal and real property resulting in the forming of the GSA.
