Curriculum u Role of physician, pharmacist and nurse u Medication administration cycle u Responsibilities and legal parameters of correctional staff. u Prescription and non-prescription medication u Controlled and non-controlled medication

Curriculum continued u Observe and report abnormal symptoms of medications u Six Rights of medication delivery u Therapeutic range u Factors that influence a medication response u Broad effects of medication u Medication interactions and their effects.

Curriculum continued Principals of safety in administration of medications u Interpreting abbreviations commonly used in administration of medication u Defining negligence in medication procedure u Verifying a medication label and medication u Swallowing techniques u Medication policies and procedures for giving medication and reporting an error. u

Requirements for correctional staff taking CMT 11 u Each correctional staff must have a valid CMT I certificate. u Each correctional staff completing the CMT 11 program must complete an evaluation form. u Students must complete 85% on written test and 90% on Clinical evaluation

Facility requirements u Only a licensed nurse may teach the course. u The nurse must ensure that the training is conducted in compliance with Administrative rules NDAC Chapters 54 -07 -5, 54 -07 -08 and 5407 -06. 1

u 12 -44. 1 -29 u Provisions of medication-training requirements-verification-rules. 1. A correction facility may authorize an employee to provide medication to an inmate of a correctional facility if the employee is:

a. Licensed or registered under title 43 and is providing the medication within the scope of practice of the profession for which the individual is licensed or registered; or b. A correctional facility staff member who has successfully completed medication administration training that has been preapproved by the North Dakota Board of Nursing.

2. If a correctional facility uses a correctional staff member to provide medication to an offender under subdivision b or subsection 1: a. The correctional staff member may not provide medication parental route; b. The correctional facility shall maintain a list of correctional staff and evaluation tools of correctional staff that successfully completed CMT 1 and 11.

u Copy of certificate for each person completing u Date and name of persons completing or registration sheet. u Date of person withdrawing u Date and name of person failing.

Integrity of the process u Vital u Only importance!!!! after receiving the actual copy of the RN or LPN license will tests and answer sheets be mailed. u Clarification: The licensed nurse who will be administrating the CMT I and II program will receive this material.

Integrity of the process u The nurse is responsible to send back the tests and answer sheets to the DOCR Medical Department if the nurse is no longer taking on responsibility of the program at a facility. The nurse by virtual of her license is ensuring that the correctional staff have successful passed with at least an 85% written test and 90% on clinical check list. u The nurse is delegating the skill set of medication delivery to correctional staff. u

Integrity of the process u The tests and answer sheets are given to the nurse not the facility. The nurse and facility will maintain tests and test answer sheets in a secure file. u The instructor or facility will make available course records, student records and nurse licensure requirements to ND DOCR, Minot State University or North Dakota Board of Nursing upon request. u

DOCR requirement u Within two weeks of completing the CMT I or 11 courses a typed list with all students that have completed the course with a written test of 85% and clinical test score of 90%. Note: the class registration sheets in your packets.

u The DOCR will maintain these list for seven years. Certification for CMT I and 11 is two years for correctional staff. u Correctional staff will need to be recertified every two years. The nurse will again submit names of correctional staff to recertify after two years. u

u DOCR Medical Department will forward the verified student lists to the North Dakota Board of Nursing.

DOCR Responsibilities to the CMT 1 and 11 Process Maintain and enforce North Dakota State Board of Nursing Administrative rules 5407 -5, 54 -07 -08 and 54 -07 -06. 1. u Maintain agreements with Minot State University and contact Mary Mercier RN, MSN. u Notification to facilities using the program and changes in ND DOCR CMT 1 and 11 curriculums u

Recertification of CMT 11 Required every two years. u The licensed nurse completes a clinical skills check list. u The nurse observes the correctional staff pass actual medication at the facility. u The nurse submits to the DOCR Medical Department a list of correctional staff who recertify for CMT 11. u

Recertification of CMT 11 The assumption is the nurse will correct any problems prior to recertifying the CMT 11’s. u The nurse by virtue of submitting the recertification list to ND DOCR Medical Department verifies that the correctional staff has the skills necessary to delegate the skill set of medication delivery in the correctional facility. u
