V. Gerrymandering A. When the political party controlling the gov’t draws a voting district to maintain political control B. This is an abuse of power
VI. Ways to Gerrymander A. PACKING a district means drawing the lines so they INCLUDE as many of the OPPOSING PARTY’S VOTERS AS POSSIBLE into one district. B. Crowding the opposition’s voters into one district makes the remaining districts safe for the majority party’s candidates. C. CRACKING means DIVIDING AN OPPONENT’S VOTERS into other districts, to weaken the opponent’s voter base.
