Guiding Principles ● Model defines functions as sets of tasks ● Organizations register as responsible entities ● Organizations must be certified to perform certain functions § Operating Reliability, Balancing, Transmission Operations, Interchange ● May delegate tasks but not responsibilities ● Some tasks will not result in standards 8
