National Road Safety Strategy Why ? A number of F&RS’s were developing approaches in Isolation and without any clear national lead in terms of direction, common messages and approaches that were complementary and not contradictory to our partners, which is a significant concern to some outside of the F&RS Source - Key issues, risk and dependencies – CFOA service delivery – operational response portfolio – 2006

National Road Safety Strategy Vision Contribute to a multi agency approach to reducing the numbers of people killed or seriously injured on the roads

National Road Safety Strategy Mission Assist the Fire and Rescue Service to engage in a multi agency approach to reducing the numbers killed or seriously injured on the roads. Through working in partnership to educate road users and engage vulnerable groups, initially with a particular focus on potential and actual vehicle users, but also to contribute to the wider road safety agenda.

National Road Safety Strategy Aim In partnership with others, assist the Fire and Rescue Service to improve road safety & casualty care and recovery, through the following work streams and based upon the principles of the 6 x E’s Engage – Educate – Emergency Response Engineer – Enforce - Evaluate

National Road Safety Strategy Engage – this is our unique contribution. The FRS is trusted, we have credibility, a proven track record of community safety delivery, we are good role models, have an engendering reputation, respect as well as a freshness and vitality for the agenda. Educate - and increase awareness in road safety issues – we have access to the high risk groups on a regular basis and we are already out there working within communities, and consider the need to train our people to ensure that they deliver correct and consistent information. Emergency response – this is our core statutory business

National Road Safety Strategy Engineer out the problem – we can work with partners to identify the high risk patterns on the regions roads and work with others to identify the engineered solution including vehicle construction and extrication principles Enforce poor driver /road user behaviour– we can work with police, local authority road safety officers and others to promote and carry out education and awareness programmes and in some cases in lieu of fines/other penalties Evaluate - the impact of the event and our prevention interventions–by developing multi agency data sharing and intelligence protocols to influence future interventions and to enable us to track the impact of what we and our partners do.

National Road Safety Strategy Work Streams Prevention – Raising awareness of road safety issues and work with the Fire and Rescue Service and our partners to design and develop prevention interventions. These will assist people help themselves. Addressed towards identified target groups (for example young and new drivers, company car drivers, LGV drivers and offending drivers), through education and awareness campaigns and programmes. It will be important to build upon what is already taking place as good practice in this area.

National Road Safety Strategy Work Streams Protection – Contribute to developing a safer environment both on the road and within the vehicle. To develop post incident intelligence and data sharing within the service and with our partners to influence future design of delivery interventions Response and Delivery – Ensure through partnership working and providing a competent workforce we develop and deliver an effective casualty centred emergency response. Run an annual road safety conference and extrication challenge to raise the road safety profile of the service.

National Road Safety Strategy Work Streams Marketing and Communications – Establish and communicate a consistent road safety message to reach our target audience, partners and public and to lobby for road safety to link with all community safety agenda’s Inter-agency working and partnerships – Establish and develop relationships with existing and new partnerships at local, regional, national and international level, to ensure the Fire and Rescue Service are best placed to deliver against our and our partners visions, missions and aims.

National Road Safety Strategy Targets • Existing Dof. T targets adopted by road safety agencies up to 2010 • 40% reduction in numbers of people killed or seriously injured in road accidents • 50% reduction in the numbers of children killed or seriously in road accidents • 10% reduction in the slight casualty rate (numbers of people slightly injured per 100 million vehicle kilometres)

National Road Safety Strategy Links to DCLG – National IRMP Action Strategy DCLG are still of the view that IRMP’s are best planned and implemented At a local level but consider that the action strategy could form the basis of ‘a national standard of quality’ in the way that IRMP’s are produced Early indications from steering group • Scope • Risk Analysis • Strategies • Delivery mechanisms • Monitoring and review

Summary What do we want to do? • Reduce KSI’s • Reduce RTC activity and cost • Target those we already work with (young drivers, offenders, company car and LGV drivers and motorcyclists) Add road safety messages to all other community safety work • Provide best possible emergency response – casualty centred • Persuade those F&RS’s not already engaged to do so • Work within partnerships – complementary not contradictory

Summary What we are not? • Statutorily required to deliver this work – but we are morally and are directed to do so • Another mouth to feed ? – We are not going to drain away funding • Enforcers – but we can link education and training to enforcement • Engineers – but we can bring intelligence on people , road and vehicle behaviour • Able to do this alone – we need partners

Summary What we can Bring? • USP – the Fire Fighter is a credible and trusted messenger – use it • Another national and local ‘voice’ and ability to ‘lobby’ • Resources – physical and financial • Facilities – our stations are also community facilities • Intelligence on RTC’s • Existing and proven education interventions • Quality and academic evaluation
