NHE MANDATE NHE ACT (ACT 5 OF 1993; AS AMENDED IN 2000). SECTION 3: OBJECTS OF NHE The objects of NHE shall be the financing of housing for inhabitants of Namibia and generally the providing for the housing needs of such inhabitants. FINANCING OF HOUSING NHE MANDATE PROVIDING FOR HOUSING NEEDS
POWERS OF NHE (Section 4) Financing Providing General 4(a), (b)Take over building societies, or assets in building societies 4(d) Erect residential/other buildings. 4(c) Acquire/lease/dispose of movable and/or immovable property, or rights in or over immovable property 4 (g), (g) Take cession from, or give cession to, anyone in respect of mortgages over immovable properties 4(d) Undertake/execute township development. Or advance money for this purpose 4(k), (l) Raise & borrow money. Issue bonds, debentures, securities, bills of exchange and other negotiable instruments 4(i) Lend money upon security of mortgage or notarial bond 4(e) Form company/acquire shares in company to erect/acquire buildings 4(n), (0), (p) Accept deposits for investment. Accept/make donations. Invest excess funds not immediately required. 4(j) Accept collateral securities such as: surrender values of insurance policies, bank guarantees, cash or fixed deposits 4(e) Acquire or develop land for residential purposes. Or advance money for this purpose 4(q), (r , (s), (t) Pay expenses. Appoint & remunerate employees. Enter into any contract. Exercise any other powers as directed by the Minister.

CO-FINANCING OF SOLAR WATER HEATING SYSTEMS ON 62 HOUSES AT OTJOMUISE • NHE signed contract with TBS on behalf of the 62 Home Owners for Solar Water Heating Systems • Beneficiary Home Owners have financial contracts with NHE to purchase the houses through loan repayment over a twenty year period. • NHE extends NAD 4 308. 03 loan facility to Beneficiary Home Owners to have the SWH systems installed, to spread payment over the remaining bond period • Beneficiaries can also pay cash
CO-FINANCING OF SOLAR WATER HEATING SYSTEMS ON 62 HOUSES AT OTJOMUISE • TBS will procure and install the 62 SWH systems, and offer the necessary guarantees, and warrantees, and servicing of the systems for a five year period after completion of the installation. • Soltrain II Project, through the NEI, will oversee that TBS installs the 62 SWH, and inspect the quality of installation as well as ensure technical specification satisfy the task. • The Soltrain Project, through NEI, will provide funding of € 32 457. 00, constituting 44. 5 % of the cost of the systems, directly to TBS, as soon as the contract is signed. • The MME will pay the shortfall, from NEEP funds, directly to TBS, upon completion of the installation
