NHRS – a functional definition 1. Governance & management legislation and policies; national research governance; research prioritisation; ethical review; monitoring and evaluation; financial management; 2. Financing secure, stable research funding; allocation according to priorities – allowing ‘blue sky’; accountability; alignment of foreign funding; ‘overheads’; 3. Capacity building demand, commission, manage, partner, conduct, communicate and use research; at individual, institutional and system levels; institution building; building systems – not just projects 4. Knowledge generation, translation conducting high quality research, publishing the findings… the ‘research process’ 5.
