Current Legislation Bill No. 29 -10 • In December 2009, US Environmental Protection Agency found that greenhouse gases in the atmosphere endanger both the public health and the environment for the current and future generations • Montgomery County has embraced an 80% reduction in greenhouse gas emission by 2050 has begun to engage in programmatic efforts to reduce these emissions Value Through Professional Asset Management 2014 NPMA Spring Seminar
Montgomery County Government Green Building Requirements 11/28/06 Council Approves County “Green Building” Requirements • The Montgomery County Council today unanimously enacted “Green Building” requirements for future public and private construction in Montgomery County, the strongest “Green Building” requirements in the region. • The legislation requires that County-built or funded non-residential buildings achieve a LEED silver rating (33 -38 points) and requires private non-residential or multi-family residential buildings to achieve a LEED certified rating (26 -32 points). The LEED (Leadership in Energy and Environmental Design) Green Building Rating System was developed by the U. S. Green Building Council (USGBC). Montgomery County Government Pending Legislation 2014 • On January 21, 2014 Montgomery County Councilmember Roger Berliner will introduce 13 legislative initiatives to increase the County's commitment, in the public and private sector, to reducing greenhouse gas emissions by 80 percent by 2050. These initiatives are expected to have a significant impact on developers seeking to develop commercial and residential properties in the County. • Currently, all new buildings must meet the basis LEED Certified requirements, but if this law passes, they must meet the more stringent LEED Silver rating or higher requirements. Montgomery County Government Pending Legislation 2014 • One Electric Vehicle (EV) charging station will be required per every 50 parking spaces. • Property owners will be required to allow public review of benchmarking energy efficiency reports. • In addition, the County will develop an expedited, less costly review and approval process for solar energy-related permits, including changes to the zoning code and County procedures. • We are monitoring these bills and will provide updates from time to time. Montgomery County Government Pending Legislation 2014 13 Energy Initiatives 1. Renewable energy purchases- 50% by 2015. County currently purchases 30% 2. Renewable Onsite – require new or extensively remodeled buildings to generate at least 1 Kilowatt of renewable energy for every 1, 000 square feet of floor space 3. Greentaping Solar – Department of Permitting Service to expedite and less cost solar related permits 4. Benchmarking Facilities – owners to measure the energy efficiency of the buildings make that information public and periodically commit to ensuring that their equipment is working efficiently 6. Silver LEED New Buildings – All new commercial buildings must meet Silver LEED 7. Cost of Carbon – cost of conventional fuels, particularly coal, extracts a cost on society. External costs should be factored into the cost/benefit calculations for the County utilizes when it assesses the potential for energy efficiency 8. LED Street Lighting – Department of Transportation to replace current street lighting with LED during replacement and retrofits 9. Teleworking – County Executive to publish regulations that set forth a definitive policy and a requirement to designate a telecommuting manager 12. Create an Office of Sustainability within DEP – Responsible of the guiding our County’s greenhouse gas reduction 13. County Green Certification Business – Calls for the County Executive to issue regulations that would give preference in contracting to local businesses that are green certified. Custodial Staff • Instituted a green cleaning policy that addresses the following: • Staffing plan to meet the Service Levels for green cleaning • Implemented a training of maintenance personnel in the hazards, use, maintenance, disposal and recycling of cleaning chemicals, dispensing equipment and packaging. • Use chemical concentrates with appropriate dilution systems to minimize chemical use wherever possible. *Green Seal • Use sustainable cleaning materials, products, equipment, janitorial paper products and trash bags (including microfiber tools and wipes). *Green Seal • Use sustainable cleaning and hard floor and carpet care products meeting the sustainability criteria outlined in IEQ Credits 3. 3: Green Cleaning Value Through Professional Asset Management 2014 NPMA Spring Seminar
Green Cleaning Equipment • Implement a program for the use of janitorial equipment that reduces building contaminants and minimizes environmental impact. The cleaning equipment program must require the following: • Vacuum cleaners are certified by the Carpet and Rug Institute “Green Label” Testing Program for vacuum cleaners and operate with a sound level of less than 70 d. BA. • Carpet extraction equipment used for restorative deep cleaning is certified by the Carpet and Rug Institute’s “Seal of Approval” Testing Program for deep-cleaning extractors. • Powered floor maintenance equipment, including electric and batterypowered floor buffers and burnishers, is equipped with vacuums, guards and/or other devices for capturing fine particulates and operates with a sound level of less than 70 d. Green Cleaning Equipment • Propane-powered floor equipment has high-efficiency, low-emissions engines with catalytic converters and mufflers that meet the California Air Resources Board (CARB) or Environmental Protection Agency (EPA) standards for the specific engine size and operate with a sound level of less than 90 d. BA. • Automated scrubbing machines are equipped with variable-speed feed pumps and on-board chemical metering to optimize the use of cleaning fluids. Alternatively, the scrubbing machines use only tap water with no added cleaning products. • Battery-powered equipment is equipped with environmentally preferable gel batteries. • Powered equipment is ergonomically designed to minimize vibration, noise and user fatigue. • Equipment is designed with safeguards, such as rollers or rubber bumpers, to reduce potential damage to building surfaces.
