Mobility Management in Greece Current Situation • Late development of MM in Greece • Lack of formal MM Networks • MM has been developing so far through isolated efforts mainly at the Municipality level • Until recently no MM policy from the Central Government • Marginal MM efforts by Public Transport Authorities in Athens and Thessaloniki • Strong involvement of various Greek actors in EU funded research or other projects (Interreg, etc) • Increasing number of transportation professional specialising in MM • Gradual but steady introduction of MM knowledge into University courses • Involvement of NGO’s and other agencies in MM related actions

Governance - Current Situation • Three main governance levels: – National (elected) – Regional (appointed) – Local (Prefectural and Municipal) • After 1/1/2011 – National (elected) – Regional (elected) – Local (Municipal)

Governance of Transport and Mobility (1/3) NATIONAL LEVEL Policy making Responsible Ministries for MM 1. Ministry of Infrastructure, Transport and Networks 2. Ministry of Environment, Energy and Climatic Change Policy delivery Athens: Athens Urban Transport Organization Thessaloniki: Thessaloniki Public Transport Council Prefectures, Municipalities and Regions can implement transport related measures at the area of their responsibility Financing Greek Treasury • awards funds for each Ministry in the yearly state budget • distributes the European funds to local recipients • the state funds a number of activities through the Programme of Public Investments

Governance of Transport and Mobility (2/3) REGIONAL LEVEL Policy making • Currently regional authorities do not draw MM policy • In the two major cities, Athens & Thessaloniki, Master Plan Organizations can voice their opinion but without being legally binding Policy delivery • Regional highway authorities are responsible for implementing part of MM policy related to the road network under their responsibilities Financing Regional authorities fund MM actions and measures either directly or through Municipalities of policy

Governance of Transport and Mobility (3/3) LOCAL LEVEL Policy making Local Authorities can only propose MM measures that are in line with the MM policy of the Ministry Policy delivery • Local Authorities implement MM measures within their jurisdiction. • MM implementation by a local authority can be done through a co-operation with other Authorities or developing agencies. Financing Funding of a local MM policy, can be made through – the local authority budget – special funding programme from the Ministry of Interior – participation in National Strategic Reference Framework

Existing Networks in Greece (1/2) Networking - Several cities belonging to European networks (POLIS, Car Free Cities) are activated in MM as part of various common international activities. -No national autonomous network promoting MM Research on MM is mainly undertaken by: -Aristotle University of Thessaloniki (AUTh) -National Technical University of Athens -Hellenic Institute of Transport -Other Institutes such as CRES

Existing Networks in Greece (2/2) Advice – Technical Support Technical advice and support is provided through either the previously mentioned Institutions or private consulting firms Training in Mobility Management -No systematic training at a wide range in Mobility Management -Usual cases where relevant training is provided are through seminars, mainly to Public Employees by experts, organised by the Training Institute of the National Centre for Public Administration. Energy Efficient Transport There was no until recently an on going policy towards energy efficiency transport except in the Public Transport companies which use at a certain degree vehicles powered by natural gas.

EPOMM PLUS objectives in Greece • Creation of a National MM Network and preparing the country to become EPOMM member. • Other objectives: – Creation of a web portal that will present MM material through EPOMM. – Presentation of good practice mobility examples for all other urban areas in Greece – Presentation of good practice mobility examples of areas with string seasonal mobility variations (material from DELTA project)

AUTh role in EPOMM-PLUS (1/2) 1. 2. Convincing responsible authorities to shape new Transport Policies and consequently new transport plans at various levels (National, Regional and Local) that will be more environmentally friendly and that will take into consideration the needs of citizens rather than the needs of vehicles. Public Transport should be in the core of this new transport policy along with integrated Mobility Management Plans Coordinating involved authorities belonging to different levels but acting at the same level with respect to transport policy issues as well as to operational issues

AUTh role in EPOMM-PLUS (2/2) 3. 4. 5. 6. Demonstrating the power of travel awareness campaigns as well as mobility management measures in general in changing travel attitudes and behaviour of trip makers Indicating actions to be taken at various levels for facilitating the implementation of mobility management measures Disseminating good practices through active networks of municipalities within Greece and to educate practitioners Exploiting existing knowledge from EPOMM and from various European projects and networks

MM Network Alternative Approaches • Create a network based on different government authorities (i. e. regional authorities + PT authorities at metropolitan areas • Create a network with a mix of government, regional and local authorities • Create networks facing similar problems and challenges (eg. tourist areas, large cities, etc)

Barriers • Administrative restructuring in the country as of 1/1/2011 – Prefecture level is cancelled – Municipalities merge to larger ones – Re-allocation of responsibilities included transport and mobility matter • Regional Authorities lack knowledge and are not familiar with MM issues • Low maturity level regarding MM in the majority of municipalities • Priority is still given to other areas of concern (eg. Financing, , maintaining and managing infrastructure)

Opportunities • Immediate need for MM implementation in urban areas • Increased number of various agencies (public or private) activated in MM • Increased involvement in EU projects dealing with MM • Pro MM policies by new central government new • Increasing number of persons activated in MM

Recent and Next Steps • Disseminate EPOMM PLUS in the country • Use Institutionalised paths (such as The. P. T. A. ) • Present MM, EPOMM and EPOMM PLUS in different for a within Greece • Approach, inform and mobilise new regional and local authorities, which will be elected in November 2010 • Invite other involved authorities and NGO’s • Organise in 2011 a national event to be the Network initiation phase • Decide on the form of the Greek National Network • Implement the other project activities (training, educational material, etc)
