Ministry Of Education and Higher Education National Tempus Office Palestine European Commission TEMPUS Project(1)- New courses in management and Technology , Improvement quality of teaching and development of student services This project aims at a time, to allow institutions Mediterranean partners to modernize their curricula of higher education by creating new programs and expand their service capabilities to students and open to the company. It is therefore to modernize the existing programs of instruction for each institution by the introduction of two new themes, the "Technology Management" and "Management of service activities. " This modernization will be translated according to the needs of each institution Mediterranean partners, through the introduction of new courses and the creation of new courses complete Master's degrees leading and continuing education programs for executives of companies. This family of objectives contributes as much to the modernization of training courses as teaching methods applied in the partner institutions.

Given the importance to create structural measures that sustain the exchange of mobility and facilities joint ventures, degrees and programmes this project proposal attempts to construct those pillars that will strengthen the harmonisation of higher education between the EU and Middle East. Key Outputs: -The project prepares future experts in Bologna Process, European Credit Transfer System and other mechanisms characteristic of the EHEA, introduces quality assurance for internalisation and the services provided by the departments of international relations.

This regional project also aims to enhance the cooperation between universities in the region and with EU partner institutions. Targeted audience: The direct target groups of this Project are the staff of the six partner country institutions, particularly the younger staff, and students on the two new Entrepreneurship Programmes. Key outputs: • developed and implemented a 3 -module Enterprise Pathway in each partner country.

The derived specific objectives are: • The building of a network in information and library logistics by OCT. 2011 • a jointly developed education in information sciences in partner institutions by OCT. 2012. • the building of a strategic learning models to enhance the educational roles of the information and library systems in the participating institutions by mid 2013. The project wills the foster transfer of state of-the-art knowledge and best practices from Europe to Palestine on electronic services in general, and e-Governmental services in particular. Construct a needs analysis of current education provision _WB&G_ with a view to developing Lifelong Learning collaborations between HE & relvant local groups. ii. Facilitate a collaborative approach to the development of LL in order to establish a sustainable structure for the future. iii. Provide relevant education & training events in CE centres of the five Palestinian universities & local NGO centres. iv. Prioritize education provision that focuses on equality, women & other marginalized groups. v. Use technology to enhance communication between all the different partners & stakeholders in rolling out developments. vi. Identify accessible low-tech equipment for delivery & curriculum material of the LL programs. vii. Develop impact tools for medium & long term analysis. viii. Create ongoing conditions for project sustainability & widest possibilities. ix. Create the conditions for embedding LL in the institutional culture of Palestinian HEIs. x. Make policy recommendations for decision makers in the region that serves local & global developments.

This concept fits into the development strategies for both PCs. ME-Eng aims to strengthen the relevance of higher education and to contribute to lifelong learning in PCs.
