Law 1. Freedom of Information Act (1997) + a correction (2003) - initial version was considered a major contribution to accountability and openness - the addition included returning of payments for Freedom of Information requests and limiting what the government was forced to disclose 2. The Press Council of Ireland (2008) - unique because it has an ombudsman and a press council - a sort of court of appeal for complainants who are not satisfied with the actions of the ombudsman - funded by the industry and has a representative of the journalists’ trade union and members of the public 3. New Broadcasting Act (2009) - significant expansion of the role and responsibility of RTE 4. New Defamation Law (2010) - new grounds for defense (including qualified privilege, and innocent publication) - a shorter limitation period - issue of an apology without the assumption that the newspaper or other outlet is therefore admitting liability
Law 5. Advertising Standards Authority 6. The Public Relations Institute 7. The Commission for Communications Regulation / Com. Reg (2002) - the regulation of the electronic communications sector and the postal sector 8. The Press Council of Ireland (2008) - a voluntary regulatory system of the printed media

The system of the print media - The presence of Irish editions of UK newspapers. - A large number of local weekly newspapers, with most counties and large towns having two or more newspapers. - Curiously Dublin remains one of the few places in Ireland without a major local paper. - Some political parties in Ireland have their own newspapers. - There also a number of newspapers printed in Irish. - The Irish magazine market is one of the world's most competitive with hundreds of international magazines available in Ireland.
That’s interesting! Ireland is the country where newspapers are extremely in demand! According to the National Newspapers of Ireland Joint National Readership Survey 91% of Irish adults prefer to buy newspapers on regular basis. The percentage of the market penetration runs at 350% for Sunday titles and 190% for daily newspapers. For the sake of comparison, let's take US newspaper market penetration into account, where it is only 51%.
The system of the broadcasting 1. TV 1. Radio Telifis Eireann (RTE): - public service broadcaster - exercise control over the market (since 1920 s) in spite of tough competition - funded by a license fee as well as advertising - 2 national TV-services: RTE 1/ Network 2 2. The Irish-language Telefis na Gailge (TG 4)+ the private commercial general television channel TV 3 = RTE ‘s rivals -2006: new channels appeared (up to 14) 3. British television: - East coast citizens could receive British TV - Nowadays the percentage of British TV is rather high which ensure competition to RTE - RTE: 50% of domestic broadcast material; other channels – from 27% to 45%
That’s interesting! Every house with a TV-set is required to have a television license which costs € 160. However to senior citizens the license fee is free of charge, as well as for some Social Welfare recipients, and visually challenged people.
The system of the broadcasting 2. Radio - Highly popular (85% of adults listen to various types of radio on regular basis). - Most popular programmes are news-driven morning programmes, drivetime news programmes in the evening (interest decreased due to the increase in unemployment), and magazine and phone-in programmes. - RTE: 4 national radio channels (Radio 1 – the most popular one). - UTV, the British commercial television franchise, has created 8 stations in Northern Ireland in the Republic. - Independent Local Radio network – the main commercial radio service.
That’s interesting! The 1 st known radio transmission in Ireland was dated back to 1916! It was a call to arms made from the General Post Office in O'Connell Street during the Easter Rising.
Specifics of the national systems of mass media Model North Atlantic or Liberal Model Law It took nearly 20 years to reform libel law. The new broadcasting legislation reduces the powers of the channels’ Authority in favour of an authority for all broadcasting. It doesn't prevent Ireland to remain on a high position concerning a freedom of speech. Press Popularity of newspapers. A big number of the issues in Irish among English ones. Television England interferes with Irish TV and radio market, thus posing a challenge to the local channels. Radio Highly popular among adults.
