Measures of Effectiveness & End-State Criteria Objectives: • Examine the development of MOEs • Identify some potential MOEs • Define interrelationship between MOEs, and end-states
MOEs & Endstate Primary Use: • Evaluate whether mission is succeeding or failing Secondary Uses: • Establishes planning partnerships • Brings together organizations that need to support each other • Establishes a common approach • Minimizes confusion & risk • Provides end-point or trend analysis • Identifies transition points for relief agency reengagement
MOEs • Operations demand unprecedented interagency planning, coordination & cooperation • Events may demand coordinated MOEs • Every agency will have different MOEs and end -state • Contingencies abound that may adjust MOEs
MOE/END STATE CONSIDERATIONS • Operational vs Strategic • Migratory character of many regions; exacerbated by disasters/emergencies • Instability or host government ineffectiveness • Initial absence of relief agencies • Transition to military (operational) endstate dependent on viability of HN and NGOs
Some Suggested MOE Examples • Phase 1, Situation Assessment & Preparation • Number of strategic airlift sorties required force flow and humanitarian aid • Phase 2, Immediate Assistance • Response time (delivery of relief to target site) • % of aid reaching delivery sites • Phase 3, Extended Ops • % Target population initially resettled (IDP)
Some Suggested MOE Examples (cont) • Phase 3 (cont) • Number of incidents involving resurgence of insurgent activity • Phase 4, Disengagement/Hand-over of Efforts to HN • Rate of return to pre-disaster acceptable conditions - infrastructure • Speed by which the host government assumes responsibility

End-states/Exit Strategies
Developing Exit Strategies • Develop coordinated civil-military exit strategies • Transition (military end-state) dependent on “level of comfort/safety” of civilian agencies • Identify and seek requirements/confirmation to validate end-state
Lessons Learned • Interagency planning can make or break an operation • Failure to integrate civil dimensions: - Undermines unity of effort on the ground - Pressures military to do more - Lengthens duration of commitment • Success requires early involvement - Accelerates contributions of civilian agencies
