Patent Policy and Procedures: The contributor is familiar with the IEEE 802 Patent Policy and Procedures http: //standards. ieee. org/guides/bylaws/sb-bylaws. pdf including the statement "IEEE standards may include the known use of patent(s), including patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard. " Early disclosure to the Working Group of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair Carl R. Stevenson as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE 802. 22 Working Group. March 2006 doc. : IEEE 802. 22 -06/0034 r 0 Merger Framework (p. 1 of 3) What has been agreed: Sensing: • FCC Regulations & Protection of Incumbents are Top Priority. • All proposed sensing techniques from both merger teams will be included as options in the current draft. No stone will be left unturned. • Selection Procedure based on “Sensing Tiger Team’s” simulation models and comparison criteria will be executed before Draft 1. 0. Each technique will have an equal footing. • It is understood that MAC-level Reporting Techniques could be tailored to the sensing techniques selected. Submission Huawei, Next. Wave, Runcom, STMicroelectronics 3
March 2006 doc. : IEEE 802. 22 -06/0034 r 0 Merger Framework (p. 2 of 3) What has been agreed: PHY: • ETRI+et al. OFDMA proposal will be the working document for the merged draft 0. 1. • Scalability: Channel Aggregation and Channel Bonding (up to 3 channels) are to be included as options. • Advanced Coding: Turbo Codes and 802. 16 e LDPC codes have been included as options to the mandatory BCC code. Work on LDPC codeword encoding to be completed. • Beamforming: 802. 16 e Beamforming to be included as an option. • Other PHY improvements to be considered on their technical merits (e. g. Huawei [pilot tones], Motorola [channel sounding, ETRI/Samsung, etc. ) Submission Huawei, Next. Wave, Runcom, STMicroelectronics 4
March 2006 doc. : IEEE 802. 22 -06/0034 r 0 Merger Framework (p. 3 of 3) What has been agreed: MAC: • ETRI+et al. proposal will be the working document for the merged draft 0. 1. • Dynamic Frequency Hopping to be included as an option. • Channel resource negotiation using number generation and comparison method of the Spectrum Contention algorithm to be included as an option. • Inter-BS Communication/Co-existence: Bridge CPE, Logical Control Connection and other ideas will be entertained on their merits. • Other MAC improvements to be considered on their technical merits (e. g. Huawei [framing], FT [OFDMA allocation], Thomson channel switching framework etc. ) Submission Huawei, Next. Wave, Runcom, STMicroelectronics 5
March 2006 doc. : IEEE 802. 22 -06/0034 r 0 Steps going forward What has been agreed: • This week confirm “conceptual baseline”, based on presentation material, as a staring point, to give direction for the generation of a single draft. • Work will proceed on draft 0. 1 and successors, pending completion of the “Sensing Tiger Team”, collection of results, and selection of sensing and other techniques. May is the target. • At the completion of this work a confirmation of Draft 1. 0. • Letter Ballot phase begins. 75% of the Working Group to make technical changes. Submission Huawei, Next.
