STATEMENT OF REQUIREMENT To supply, deliver, install, test and commission the new Fire Detection and Alarm System for Squadron 6 FAC (G) Ü To increase the level of safety and protection against fire hazard onboard. Ü To provide instantaneous warning and indication of fire or smoke. Ü 6
JUSTIFICATION Ü Due to the role and task of the RMN warships, high explosives and fuel are common items carried onboard. Ü A reliable and sensitive to detect early sign of fire. Ü Shall be able to provide a realistic and reliable fire warning to the crew, thus enhancing the fire fighting capability onboard. Ü Quantity Required. 6 complete systems onboard 6 FAC (G) Sqn. 7

USAGE AND TACTICAL ENVIRONMENT The Fire Detection and Alarm System shall be agile and sturdy as well as capable of operating in the harsh marine environment (sea state 7, Beaufort 4). Ü It shall also be capable to withstand the following conditions: þEnvironmental Temperature: 0 °C to 70 °C. þShip Board Temperature: Operating: 10 °C to 55 °C. þHumidity: Relative Humidity (RH) 95%. þVibration: Continuous: up to 0. 5 g acceleration. þ Occasional: up to 1. 0 g acceleration. þShock: Up to 15 g acceleration. PHYSICAL CHARACTERISTIC Mandatory Ü Ü The location for installation and quantity required are as per Annex A. Ü Maximum Dimension for main console approx. 740 mm (Height) x 440 mm (Width) x 140 mm (Depth). The new Fire Detection and Alarm System shall consist of the following items and fittings: þ Main fire alarm panel (collective type). þ Main panel repeater (collective type). þ Smoke detector (collective type). þ Heat detector (collective type). þ Zener Barrier (restrict the electrical energy flows to the detector). þ Manual call point. þ Alarm bell. þ Rotating beacon. þ All necessary raw materials for system completion. TECHNICAL CHARACTERISTIC Mandatory Ü System shall be capable of operating from the standard AC main (115 V, single phase, 50 Hz ~ 60 Hz). Ü During total power failure, system able to operate using its own UPS and rechargeable battery for a min of 4 hours with automatic cut-in function. Ü Detector shall have an evaluating and decision logic based on algorithms that shall provide high level of detection reliability. Ü Heat and smoke detectors shall be able to operate at temp between 0 70 °C. Ü Both heat and smoke detectors shall be able to self-test upon command. Ü Detectors shall be of collective type i. e. each detector is linked in a loop while sensing either heat or smoke within a particular zone or compartment. 16
TECHNICAL CHARACTERISTIC cont… Mandatory Ü Explosion proof detector (with shunt Zener diode barrier) shall comply with safety standard EN 50020 or IEC 60079 or equivalent. It shall restrict the electrical power to such a degree that electrical spark shall not ignite a gas mixture. Ü All smoke detectors shall be of photoelectric type. Ü Alarm bell shall be provided along with flashing light. Ü The system shall be very reliable. Mean Time Between Failures (MTBF) shall be at least 25, 000 hours. Ü Overall systems should comply and i. a. w DEF STAN 00 -101 Part 1 Issue 2 para 3. 5. 17

Shall be able to display min of 2 alarm events simultaneously iaw fire affected zone. Ü System shall have a real time clock and memory capability up to min of 100 events. Ü Manual call point shall have self test capability. Ü Display console, repeaters, detectors and manual call points shall be water resistance. Ü Maintainability: þ System shall be based on modular concept for ease of maintenance at sea i. e. supplied with easily replaceable plug-in modules and PCB cards. The MTTR shall be < 30 mins. þ Turn Around Time (TAT) for the repair of defective PCB cards and assemblies at the manufacturer site shall be stated. þ System shall have a built in test (BITE) facility or function. 18
