Who will give input to the roadmap? • Active and committed involvement of AIAG members and all E 2 BA members, exploiting the National Liaison Points multiplying effect and national/local reach • Facilitated by a “super partes” expert organisation in roadmapping (which does not need to be an expert, or even particularly knowledgeable, in the area of energy efficient buildings and construction). Such facilitator will be selected through a public Call for Tender open to organisations outside E 2 BA members at the time when the call is launched. • Open and wide consultation is key: – At the various stages, consultation will be required beyond the E 2 BA and NLPs reach – Close relationship with ETPs, running initiatives and roadmaps as SET Plan (PV, Renewable Heat and Cooling, …), Green Cars, Fo. Identifying the enablers, gaps, barriers and challenges and elements of future research and innovation programmes The opportunities for research and demonstration will be highlighted in more detail, including: • Defining priorities and main areas to address in details • Developing technology roadmaps and identify more promising research areas, including timelines, resources and milestones • Description and analyses of value and innovation chains: who should be mobilised, who is needed? • Covering research, development, demonstration and market validation, and capturing interdependencies to foster systemic approaches, interoperability etc. • And considering review, monitoring and follow up actions to steer the process and realise real market implementation at EU scale www. e 2 b-ei. eu

Identifying the enablers, gaps, barriers and challenges and elements of future research and innovation programmes In addition to technical aspects, this will include a review of the need for regulation, standards, training, financial instruments, knowledge sharing etc, taking account of: • • • The changing world: trends, policies, business and market opportunities Identification of the development stage in relevant technology (from embryonic to mature), and expected time-to-market Non-technological issues (e. g. consumer acceptance, financial and economic issues) Availability of resources Lesson learned from the portfolio of running Ee. Roadmapping Updating Timeline Call for Tender to search for an external neutral and experienced consultant : 1 st February 2012 – End of May 2012 • By the end of October draft of the So. W and E 2 BA internal working document to explain the process • Presentation of the draft So. W and Working Document to the AIAG (early November 2011) • Gathering of feedbacks, validation by the Exec Board (possibly by conference call around mid November) and launch of the tender (by end of November) • Closing of the tender end of December • Evaluation of proposals and award of contract by mid January 2012 In parallel: • WG 1 lead by Acciona should finalise the Vision, identifying key drivers and quantified targets for 2020 and till 2050. A template to gather targets at national and regional level should be circulated by first week of November 2011 through the NLPs • A workshop dealing with the Updated vision and identification of Priority Areas for specific roadmaps should be called jointly with the next AIAG meeting mid December -> the Scientific Council should validate the findings • We should establish contact with identified benchmarks for previous roadmaps and identify expert organisations potentially interested in applying for the tender • Definition of the Budget: approximately 60 KEuro including travels (upper limit) www. e 2 b-ei. eu

Consultation Methods • At the various stages, consultation will be required beyond the E 2 BA Executive Board and Scientific Council. • Wider consultation with E 2 BA members will be carried out particularly towards the end of Step C and Step D to make sure that consensus is reached on key directions and preliminary findings before the overall integration. The E 2 B Info Day in July 2012 could be used as a focal point for this. • National Liaison Points will be used to consult more widely on Step C, possibly using surveys or in-country workshops designed by the Roadmap Team and delivered by the NLP • A further step in consensus building will be launched between September and December 2012, possibly facilitated by an extension of the services by the consultant awarded for previous steps, if delivery is judged satisfactory. www. e 2 b-ei. eu

Tasks to be performed by E 2 BA BEFORE the Call for Tender • Update of the Vision towards an energy efficient built environment: a shared and integrated vision for the E 2 BA roadmap has been defined among E 2 BA and main stakeholders. Key measurable targets have been identified building on EU and national/regional initiatives; • Identification of Trends and drivers for the future: the main drivers and trends are being analysed by the Association to identify implications for the built environment, market threats and opportunities and to integrate those views with existing scenarios and national and international roadmaps. An analysis of major position papers, relevant forthcoming EU legislation is being investigated to evaluate their possible development in a new set of scenarios. Quantified targets will be derived for which fulfilment novel integrations of existing technologies or completely new technologies would need to be developed; • Identification of priority areas for detailed technology roadmapping: based on the quantified targets identified above, priority areas will be identified as building pillars of the new multiannual roadmap and for which new research and innovation would be needed to overcome both technological and non technological barriers (i. e. envelope, ICT, …). www. e 2 b-ei. eu

Bidder’s Expected Support • The tenderer will support E 2 BA in developing detailed technology roadmaps for each of the priority areas, facilitating the work of groups of experts engaged through E 2 BA or creating consensus among larger stakeholders groups • The facilitator will identify the most suitable methodology to perform the roadmapping process proposing alternative methods, according to his experience, as long as E 2 BA’s expected outcome is reached • The tenderer will also support the integration of the different roadmap at priority area level onto a set of coherent priorities for a future research Programme with a time horizon till 2020 and beyond. www. e 2 b-ei. eu
Bidder’s Expected Experience The facilitator’s expected background experience requirements are the following: • The bidder shall describe its relevant experience for the performance of the work which is subject of the present Call for Tender. A table providing a list of the last three years contracts in areas which are relevant to the tender needs to be provided including the value of the contracts, the clients, duration. Training activities should be considered but are not the core of the expertise E 2 BA is looking for. • The bidder shall demonstrate expertise and experience in elaborating methodology and criteria for roadmapping activities and shall present its background experiences in this regard. • The bidder shall demonstrate its ability and experience in accessing the information required for this activity, excluding any potential conflicts of interests with the actors of the value chain. Furthermore, bidders shall demonstrate understanding of the E 2 BA activities. • Each person proposed for the work should have at least 5 years experience in technology roadmapping for public and/or private clients, with the team leader having at least 10 years experience. www. e 2 b-ei. eu
Bid Evaluation Criteria • The selection of the roadmapping facilitator will be based on the following criteria: Evaluation Criteria Background and experience (general and related to the particular field concerned) of the company(ies) 1 and staff (including adequacy of proposed facilities), demonstrating clear avoidance of conflict of interests Understanding of the challenges in implementing such multiannual roadmap in the given time frame, 2 reaching consensus across stakeholders; compliance with the Statement of Work; quality of the proposal 3 Adequacy of planning, management and costing for the execution of the work www. e 2 b-ei. eu Weighting Factor 40 % 30%
