Section 1: Criteria for eligibility of proposals Q: Is it possible for individuals to apply for Leonardo funding? How can an individual become a participant in a Leonardo project? A: No. Individuals may not directly make applications for Leonardo funding. 3
Section 1: Criteria for eligibility of proposals Q: How many transnational partners are required in order to apply for Leonardo funding? A: Mobility projects must involve at least one partner organisation from another participating country. 4

A: Although a letter of intent from transnational partners is not an eligibility criterion, the quality of the application will be improved considerably if letters of intent from all partners are submitted. 5

A: No. If you choose to submit letters of intent, copies, faxes or e-mails of letters written on the organisation's headed paper are acceptable. If your application is approved, you will be asked to provide original letters from all trans-national partners at the contracting phase. 6

It is an eligibility criterion that the budget section of the application form is submitted, providing a (detailed) breakdown of the costs relating to the proposed project. The actual amounts awarded by National Agencies vary from country to country. You are strongly advised to consult the website of your NA in order to verify the real amounts of the maxima. 7
Section 2: Procedures for submitting proposals Q: Is there a minimum or maximum number of participants allowed per project application? A: No. There is no minimum or maximum number of participants for mobility projects. However it is important to justify the number of participants you are applying for in terms of project rationale and management feasibility. NA could fix supplementary eligibility criteria depending on their national situation (e. g. minimum and maximum number of participants). 8
Section 2: Procedures for submitting proposals Q: Is there an age limit for participating in Leonardo mobility projects? A: No. There is no upper (or lower) age limit for mobility project participants. 9
Section 2: Procedures for submitting proposals Q: How long can or should a project last? A: The duration of the whole project must not exceed 24 months. This can encompass time spent on the preparation of participants and follow-up activity. 10
Section 2: Procedures for submitting proposals Q: How long can or should a placement last? A: This depends on the target group. Placements in another European country must last between: Ø 2 and 39 weeks for those in initial vocational training Ø 2 and 26 weeks for people in the labour market Ø 1 and 6 weeks for vocational education and training professionals 11
Section 2: Procedures for submitting proposals Q: Do I need to send a copy of the application form to the European Commission? A: No. Under the Lifelong Learning Programme, management of the Leonardo Mobility measure has been completely decentralised to the National Agency. This means that the Commission has no part in the assessment, contracting or payment of mobility projects. 12

If you wish to submit an application for more than one target group, for example for vocational education and training professionals (VETPRO) and those in initial vocational training (IVT), it is compulsory to submit these on separate application forms. It is also possible to apply for more than one project aimed at the same target group. Anyway any NA could fix national minimum and maximum number of proposals for each target group. You are strongly advised to consult the website of your NA. 13
Section 2: Procedures for submitting proposals Q: Can our organisation and our European partner organisation both apply for funding to our respective National Agencies? A: Yes. Each project application should stand independently of each other, even though they may be complimentary. For instance, if only one application is successful at application stage that project should still go ahead as an independent project. 14
Section 3: Quality criteria Q: Is there an optimum size for a project partnership? A: No, there isn’t. The most important thing is that your application is focused upon the specific needs and results which you identify, and that the partnership is relevant to these. 15
Section 3: Quality criteria Q: What is meant by a multiplayer partnership, and why is it important? A: Multiplayer, or multiactor partnerships are those involving different types of organisation - e. g. employers, social partners, industry or sectoral bodies, SMEs, Local Authorities - rather than only training providers. Employers or industry bodies, for example, are often best placed to provide evidence of training needs in a particular field or geographical area. If they cannot be involved as full project partners, including evidence of their support may well improve the quality of the proposal. 16
Section 3: Quality criteria Q: How can the placement content be discussed in the application form? A: The content section of the application form is important. The mobility activity is, after all, at the heart of your application. Precise content can be difficult to define at an early stage, but you should be able to identify the type of work involved even if a detailed work programme could be a relevant element in the assessment of the proposals. 17
Section 4: Funding and payment Q: How is funding allocated? A: Funds are allocated according to the number of participants and target group. Additional allowances may be awarded to projects involving disabled or disadvantaged participants, where clear justification is provided. 18
Section 4: Funding and payment Q: Can I use the Leonardo grant to fund participants from other countries on placements in my country? A: No. The Leonardo Mobility funds outgoing mobility only from your country to member states. 19
Section 4: Funding and payment Q. What costs will Leonardo funding cover? A: Leonardo funding is available for subsistence, travel, preparation of participants, and project management costs. 20

A: The Mobility Certificate is a chart to attest: • the quality of the content of the mobility activity (policy, strategy, work-programme), • and the quality of the operational capacity of the organisation to manage mobility actions. 21

A: The institution has successfully completed at least one mobility project in Leonardo da Vinci in the past 3 years before the application; meaning that the final report has been submitted and accepted by NA. NA will fix supplementary eligibility criteria depending on their national situation. 23
Section 5: New opportunity from Call 2009 - Mobility Certificate Q: How long can or should a certificate last? A: The certificate will be issued for a period of 4 years. All other contracting procedures for Ld. V mobility remain valid. NA may decide to limit the contracts for certified projects to one year, thus requesting a simplified grant request every year. 24
