Leadership In Flight Training September 14, 15 2010 Transition from Historical Hourly and Licensed Based Flight Training Programs to Competency Based Training Captain Mark Sawyer - Aerosim © Copyright 2010
Leadership In Flight Training Ab-initio flight training is at a crossroads with respect to new training methodologies. This discussion is centered around competency based training and the task ahead of transitioning from a historical hourly license based approach to a competency based approach. Discussion will center on the effects on cadet pilot training, and the benefit to new pilots and subsequently to their future airlines. Will explore “hybrid curriculums” that combine the license/flight hour based programs with competency based approaches which provide higher quality training. Aerosim © Copyright 2010
Leadership In Flight Training Historical Ab-initio Pilot to ATP Training Programs JAA PPL course carried out at flying clubs or approved flight training organizations and integrated or modular courses conducted at a flight training organization ATP integrated program which prepares the pilot for direct entry into multipilot airplane operation, qualifying with a CPL, multiengine IR, multi crew cooperation and ATPL theoretical knowledge followed by an airline type rating course at an approved TRTO. FAA Modular building block approach which awards pilot certificates and ratings (PPL, CPL, ATP, ME, IR) through individual training programs with an FAA certified flight instructor, FAA pilot school or approved training curriculums at 141 and 142 training center. Leadership In Flight Training Historical Ab-initio Pilot to ATP training Programs International Aviation Organizations Typically some combination of JAA or FAA with individual countries providing additional licensing requirements. This combination of different approaches with varying levels of success gave birth to MPL which is active in more than 22 countries Aerosim © Copyright 2010

Leadership In Flight Training Trends in the last Decade The last decade began a trend toward including more specific training to prepare the new pilot for airline operations including: “Jet Bridge” programs designed to give the pilot a flavor for airline operations but not competency in airline operations. “Turbo or High Performance Operations” designed to introduce the pilot to higher speed operations and energy management but not competency in higher speed operations “Scenario Based Flight Training” programs (FAA FITS program) designed to provide the pilot with exposure to aeronautical decision making in a CRM type environment but not competency in multi-crew operations Aerosim © Copyright 2010
Leadership In Flight Training Importance of Structured Training Programs The following is data from a regional carrier with respect new hire pilots performance in an initial type rating training program that received initial pilot training in either structured (Part 142 or University) or non-structured (Part 61 Flight schools or private instruction) pilot training programs. Leadership In Flight Training Today's Best Practices Emphasis on standards of performance not hours of training Continuous assessment against predefined norm Achieving proficiency and “mastering” skills sets Train to proficiency with a Safety Management System in place Train new pilots as a crew from the beginning for the aircraft they will fly: Includes Airline SOPs (Standard Operating Procedures) CRM (Crew Resource Management) TEM (Threat and Error Management) MCC (Multi Crew Coordination) “ Proficiency is the ability to perform a task to the required standard in real time without assistance” Aerosim © Copyright 2010
Leadership In Flight Training What is Industry Doing? ICAO NGAP - Next Generation of Aviation Professionals Symposium – now working on the development of competencies of Annex 1 (Pilot Personnel Licensing) by year end 2011 International Best Practices Discussion Group – steering committee formed at WATS 2010 to be fully involved and provide encouragement to comment on best practices RBarnes. AZ@att. net SKYbrary – a repository of data related to aviation safety http: //www. skybrary. aero/landingpage The question is are we “old school or new school” – as was pointed out in previous presentations we need to train a new generation of pilots Aerosim © Copyright 2010

Leadership In Flight Training Today's Best (Worst) Practices United States Congress Passes House Bill 5900 Requires a minimum of Airline Transport Pilot - 1500 hours prior to beign hired by an air carrier Provisions in the bill for an Advisory Committee to the FAA for credit hours in lieu of flight time Current USA considerations – academics, structured training, flight instructor credit, etc Emotional based law that gave little thought to training core competencies in a structured training program Aerosim © Copyright 2010
Leadership In Flight Training First Officer Development Program A smooth and orderly transition from ab-initio through crew type training Performance based training program from Day One Standardized procedures to develop core competencies Real world high performance jet transport training environment with ATC interface Measurable defined metrics for achievement Train in the aircraft you will fly Train with training equipment that provides consistency in training medium and methodologies Aerosim © Copyright 2010
