Strategies adopted for higher Food Grain Production • Enhancing SRR: SRR of Paddy -25. 5% in 2013 -14 to 31. 45% in 2014 -15. • Creation of Corpus fund : Rs. 200 Cr. for timely procurement & prepositioning of Seeds & fertilisers. • Supply of 14, 388 power tillers & 29, 992 pumpsets. • Creation of additional Irrigation Potential to 1, 33, 113 hact. • 433 Commercial Agri Enterprises established.
• Enhancing Soil Testing Capacity from 1, 86, 611 in 2009 -10 samples to 3, 43, 916 samples in 2014 -15. • Ensuring timely input supply and management. • Adoption of INM and IPM. • Seed Treatment Campaign in 4. 86 lakh ha. • e-pest surveillance. • Enhancing farm power input from 1. 12 kw/ha in 2010 -11 to 1. 48 kw/ha by 2014 -15 • Capacity building of Farmers and Extension Workers
New innovations/ initiatives adopted • • • Exclusive Agriculture budget since three years. Three Regional Agriculture fairs and one State level Agril. Faire for creating awareness among 90, 000 farmers. Massive Seed Treatment Campaign in 4. 86 lakh ha. Promotion of SRI, Line sowing/ transplanting, Hybrid Maize, Sunflower and Mustard. 17. 40 lakh farmers registered under M-Kisan Portal. Odisha State Seed Portal launched. NFSM Fund Management through PFMS. Under BKKY the total of 57. 66 lakh farm families has been enrolled for health insurance. Till date 1, 98, 551 no of beneficiaries have been treated and claims worth Rs 104. 39 crores have been settled. Signed long- term Mo. U with ICRISAT &NSC for Production of pulses and oilseeds in the state. Signed long -term Mo. U with IRRI for popularisation of stress tolerant rice varieties and weather forecasting.

Efforts for ensuring effective co-ordination with related departments • Crop-Weather Watch Meeting • State Level Committee for monitoring for all Central Sector Schemes • Seed Monitoring Meeting • Monthly Video conferencing with districts • State Level Banker Committee meeting at regular intervals (credit and finance) • State Level Secretaries Meeting under the Chairmanship of the Chief Secretary. • Collectors conference at RDC level • District level Strategy Committee Meeting.
Lessons Learnt • Line sowing, line transplanting and SRI leads to enhanced crop production, farm profit and water use efficiency. • Effective and timely pest management through e-pest surveillance. • Installation of community bore wells ; increased cropping intensity. • Prepositioning of inputs through OSSC and OAIC Ltd. • Wide adaptability of Farm mechanisation aided timely operation and enhanced production. • Drum seeders stood as an effective labour saving device for line sowing. • Intervention through Extension Reforms (ATMA) formation of CIGs /FIGs has made farmers proactive in farming. • Increased use of ICT has reduced the communication gap and made incentive delivery mechanism more effective. • Rewarding farmers inculcates competitiveness in agriculture. • FIACs in every block has made extension delivery mechanism effective.

Road Map for achieving Higher Production • Enhancing SRR and increasing coverage under HYV and Hybrids. • Promotion of less than 10 yrs varieties. • Launching of State Pulses Mission. • State Seed Policy. • Ambitious Seed Production Program through Seed Villages and Mo. U with National and International Organisations. • Increasing fertiliser consumption ( presently 60 kg/ha) • Adoption of INM & IPM techniques • Ensuring timely supply of critical inputs and quality control • Promotion of SRI and special packages on crop production. • Enhancing irrigation potential by 2 lakh hectares every year with a view to provide at least 35% Irrigation facility in all blocks • Large scale Farm mechanisation • Adequate crop loan & crop insurance
