Knowledge Technologies Call 1 Research themes Objective: Semantic-based Knowledge Systems To develop semantic-based and context-aware systems to acquire, organise, process, share and use the knowledge embedded in multimedia content. Research will aim to maximise automation of the complete knowledge lifecycle and achieve semantic interoperability between Web resources and services. Focus on two research themes • Semantic-enabled systems & services for the next-generation Web(s) • Knowledge-based adaptive systems combining semantically enriched content with ’anytime-anywhere inferencing’
Call 1 results • Overall IST: around 1000 submissions for 1, 070 Meuro available • • 124 proposals received, totalling 450+ Meuro 20 IPs, 20 No. Es, 84 STREPS / other 39 proposals ranked above funding threshold 16 proposals negotiated to contract - 8 IP / NOE, 6 STP, 1 SSA, 1 CA • total EC funding € 73, 5 M • • most contracts signed December 2003 all projects underway

Call 1 results: coverage (3) • Knowledge-based adaptive systems: • automated reasoning for decision-support over the Web • • • (REWERSE No. E); decision support based on extraction of meaningful semantic information from multimedia data (DIRECT-INFO STREP); argumentation system for reasoning (ASPIC STREP); Support measures: • provide support to the structuring of the European knowledge management community (KB 2. 0 SSA / web-based service) • supporting clustering between different EU activities related to agent technology (AGENTLINK III co-ordination action / network).

Cross-media Content Call 2 results • Creativity and Compelling Forms of Content • A framework for cross-media content production and distribution on multiple platforms (AXMEDIS IP) • Research non-linear story-telling and develop corresponding software-based production tools (NM 2 -IP) • New technologies for interactive story-telling so that ‘ordinary’ people can conceive, author, publish and experience interactive stories (INSCAPE-IP) • Tools, infrastructures for pervasive games, including new games genres with focus on design and business models (IPERG-IP) • Increase the realism and visual quality of computer games by visibility processing, efficient treatment of geometry and lighting simulation (GAMETOOLS-STP) -STP
Cross-media Content Call 2 results • Cross-media Content Programming • Technologies to enhance the workflow in a digital cinema chain - capture, post-production, delivery and playout (IPRACINE) • Digital cinema encoding and compression technologies for camera data capture and for digital cinema delivery (WORLDSCREEN - STP) • Capture, transfer, delivery and display for 3 D TV (3 DTV No. E) • Holographic display technology for true 3 D content representation (HOLONICS - STP) • Production and delivery platform for adaptive cross-media content, focusing on live and real-time sports content (LEMATCH - STP) • Personalised leisure and entertainment over an intelligent cross media platform including creation, processing, management and streaming of content (POLYMNIA - STP)
Cross-media Content Call 2 results • Personalised news content programming, combining semantic based approach with contextualisation (PENG – STP) • Online and mobile acquisition, consultation and maintenance of multimedia, geo-referenced information (REVEAL THIS – STP) • Effective multimedia technology for cross-platform access for the non-expert user for mobile applications (M-PIPE – STP) • Open source, cross media P 2 P platform for communication, leisure and entertainment across heterogeneous devices (Content 4 ALL – STP) • Support Measures • Stimulate commercial exploitation of R&D results and accelerate take-up of cross-media technologies by the market with a case study (INCCOM – CA)

Contract • • Between EC and co-ordinator as representative of the consortium • • • Project start date 01/9/2004 Duration: 48 months End date: 31/08/2008 Enters into force on signature by both parties i. e. date of signature by Commission Total max. funding: 8, 400, 000 Euro All contractors must accede within time limit specified in contract • Outstanding issues – missing accession forms ? • status of pre-financing : will be carried out in October 2004!

Contract 2 • Joint financial and technical liability • Consortium agreement in place, subservient to EC contract in the case of any conflicts • Grant for integration for No. Es vs grant to budget for other instruments
Contract 3 • No subcontracting except, exceptionally, where mentioned in Annex I or for minor tasks unrelated to the core work. Competitive process, fully documented, demonstrate good value for money • New financial regulations require strict compliance with contract and deadlines • EC must also demonstrate that it has implemented contracts correctly and ensure proper use of public money • • refer to slide on sanctions for more…! especially important for annual activity reports, cost claims, audit certificates for practical reasons • avoid delays with review and approval of programme of work/amendment for period 2
The knowledge…. • Knowledge property of contractor(s) carrying out work leading to knowledge • Knowledge capable of commercial/industrial application shall be protected - contractual obligation! • inform EC of countries where protection not sought • • 30 days notice to EC prior to publication of data • Dissemination for 2 years after project - if this does not adversely affect protection Contractors shall use or cause to be used the knowledge arising from the project in accordance with their interests - contractual obligation!
Costs • Direct/indirect • no sub-contracting unless specified in Technical • Annex, except for minor tasks (services, brochures) Eligible/ineligible • basically, eligible = economic and necessary • only additional costs for AC partners => no permanent staff costs • ineligible costs include bank interest, losses etc. • in general, follow your internal rules and practices • document carefully • • Cost basis FC/FCF/AC Funding rates per activity • management/research/demonstration/training
Payment • • • Pre-financing 2, 629, 365 Euro • Usual provisions concerning suspension of payment terms due to missing/incomplete information etc. • 85% of (subsequent period + first 6 months) Next payment within 45 days of approval of annual activity reports Payment for a period normally combined with advance for next period • assuming positive review and updated programme of • • work in place. Contract amendment foreseen for approval - time implications! Receipts reduce grant and must be declared in cost claims. • Interest on pre-financing counts as a receipt!!!
Audit Certificates • Audit certificates – where required (IPs/NOEs all periods/partners except public bodies) • Independent, external auditor, qualified to national regulations • Certify that costs incurred during period meet the conditions required by the contract, should expressly state amounts verified • make early contact with your external auditor • establish with him how to submit cost • • claims/certificates 45 days after end of period continuous assessment process? Payments supported by audit certificates final • except in case of fraud, over-charging etc. Cost of audit certificates an eligible cost
Review Process • Review after receipt of periodic reports and proposal for update to Joint Programme of Activity (JPA) • Review will examine work done in period and shall examine the proposed update to JPA • Formal review meeting October 2005
Review Outcome • Review is a contractual requirement - successful outcome required for payment • If project fails review, options include: (1)continue without further pre-financing or payment to carry out original programme of work; (2) terminate contract • Even in the event of a successful review, changes to proposed JPA/work programme for next period may be necessary • Amendment will be required to formalise revised programme of work - recommend early submission of proposal e. g. first draft M 11 • In addition to contractual reviews, ‘audits’ (scientific, technical, financial) can be carried out up to 5 years after end of contract by EC, OLAF and Court of Auditors. • All partners must keep original documents for 5 years after end of contract.
Reporting • • PO / co-ordinator are single points of contact Functional mailbox to be used for all official correspondence • note conditions of article 11 - formal communications • by registered mail All deliverables and reports in paper and electronic format • Annual reporting periods for all projects • Annual activity reports required at the latest 45 days after end of period • remember additional requirements of Appendix X • bi-monthly reports, presentation, fact sheet, web site • approved 45 days after receipt - no tacit approval! • description of progress towards objectives, • milestones and deliverables, problems encountered. Updated plan for using and disseminating knowledge should be included in a separate section of report

Penalties and Sanctions • Audits for up to 5 years after end of contract • recovery of money already paid possible! • Liquidated damages in the event of over-stated expenditure • Consortium / Commission can suspend part or all of work, with justifications • establish estimated date for re-start or conditions • • necessary for re-start Termination of contract 5% penalty for No. Es if costs do not exceed grant requested!!
Conclusion • • FP 6 very different to FP 5! Increased responsibility for consortium • all aspects - management, budget, technical work…. . . • expenditure/accounting according to your own, normal rules and practices • no more permission requests - but you may have to • justify your actions/expenditure later! Bigger projects, greater opportunity, greater risk • Greater visibility and higher expectations • Expect more scrutiny from tax-payer and politicians • More than ever, need strong management in all areas, clear focus, effective implementation! • you must deliver!!
