Co’s and Cable. Buy – Lease - Build • Buy monthly service connections between your buildings networks: Originally the only way; still available and priced according to speed/capacity levels available for point-to-point connections. You build your interfaces to standard service interfaces. • Lease “Dark Fiber”: strands of unlit, no laser driven data, fiber optic cables between your buildings. Fixed monthly price and your own network equipment at both ends of the cable sets the data speeds. • Build - attach municipally owned dark fiber optic bundle of cables to Utility infrastructure (Poles and conduit) and to Your Municipal Technology. Capital one-time-costs plus obligations in Pole Attachment Agreement to respond to Pole Owner “move” and maintenance orders. . Build – Obligations: * Application Procedure (2 Administrator/Owners) * Bid Specification * Implementation * Ongoing Attention & Operations. (or oops!) • • Build - attach to Utility infrastructure. A capital, one-time, costs / benefits analysis - Segway to the $s per mile and $s per Pole models. . . – Additionally: Need Human Resource (Project Management Talent) to do the Capital Project. The Project Manager will Apply to Pole Administrator(s), write the specification (geographic and technical), and administrate the cable build from building penetrations through pole attachments (and maybe specify and procure your building LAN equipment if not in place already). Ongoing operation of the completed network will then include fixing accidents and responding to Pole Administrator(s) PUCA orders for moves and changes. You now have the obligation to respond to PUCA orders within 45 days or if not (oops!) be financially penalized! Some Cost Metrics • Distance – Cost for Fiber and Make Ready on Poles is about $ 6. 00 per foot • Number of Facilities – For a typical 24 strand cable The cost for equipment and splicing at each location is about $ 4, 000. 00 per location. Metrics – Pole Make Ready • Make Ready Work on Poles – The cost for the make ready work includes initial survey cost plus any changes to the poles that are needed to make space available. The cost is included in the Distance Metric. The cost on a per pole basis is averaging about $ 245. 00 per pole with survey and make ready costs combined. Metrics - Electronics • Electronics Cost are very site specific – Most existing town networks are connected with copper cabling so most of the existing switches lack the necessary fiber interfaces to connect to the fiber cabling. The price for the Electronics will range between $1, 000. 00 and $ 5, 000. 00 per location depending on if a switch replacement is needed at the location if the connection will be 1 gigabit. Ongoing I/T and Public Works Management: possible liability and exposure to your municipality Ongoing operation of the completed network will then include fixing accidents (cars hitting poles, Storms (!) and responding to Pole Administrator(s)) and PUCA orders for moves and changes. You now have the obligation to respond to PUCA orders within 45 days or if not (oops!) be financially penalized! . Oops Management – How did this happen From the Municipal Attachment Agreement (the not-so-fine print) Pole Administrator(s) PUCA orders for moves and changes. You now have the obligation to respond to PUCA orders within 45 days or if not (oops!) be financially penalized! In accordance with the DPUC’s April 30, 2008 decision in Docket No. 07 -02 -13, Owner shall have 45 days • Non-Conforming Construction/Shifting Fee • • And the penalty's are: Unauthorized Attachment/Overlashing Fee - Per Pole $84. 60. 3 • Non-Conforming Construction/Shifting Fee: per pole per day $84. 60. 3 • • BUT the agreement Cap is: • Unauthorized attachments capped at 60 months and 50 attachments per year. • Failure to Complete Make Ready Work On Time • • The penalty should be the annual attachment rate divided by 12, charged on a per day basis, capped at 30 days, and $2, 000/application. Rate: $16. 92/12 months, It’s Good dollars and cents practice to conform and good for your community’s Economic Development for new communications providers to be able to rely on this! On a Positive Note – Why Bother! • The Information World Runs on Connectivity – Save Dollars switching from Plain Old Telephone to VOIP over your own network. – Be Prepared for Disaster Response with Voice, Video and Data at very high speeds on your Capital Cost networks. – Put Town and School District together for economies of scale and improvements not easily affordable individually. –. . . • And the future holds opportunity for Towns to directly interconnect over the new State-wide fiber optic network. !!!
