These agencies include police, prosecutor, detention, court, probation, and the Department of Juvenile Corrections. The main goal of the juvenile justice system is rehabilitation rather than punishment.

The second solution is improving the law relating to minors, make changes in existing legislation of the Republic of Kazakhstan • to strengthen parental responsibility for the acts of their children up to criminal liability • to strengthen responsibility of the heads of authorized bodies that decide specific problems in the interests of teenagers • to strengthen responsibility of adults who involve teenagers in antisocial actions
• to strengthen the responsibility of individuals for the realization of alcoholic beverages to minors • in a legislative order to fix an order of a direction teenagers patients with alcoholism, drug addiction and substance abuse with the consent of lawful representatives on compulsory hospitalization in specialized treatmentand-prophylactic establishments of system of public health services
