What is JOEF? An Automated CBRN Planning Tool/Environment that includes Decision Support and M&S tools 3/17/2018 4
JOEF Overview JOEF Requirements include: Staff Planning & Decision Support Data System Exchange Analytical Simulation Tools – COE and NCES Compliance – Interoperability with external systems Tailored Incident Management Tools 3/17/2018 5
JOEF Functional Breakout Deliberate and Crisis Action Planning Near Real Time Consequence Management Analysis and Decision Support Functions JOEF Functionality Implicitly Divided Temporally: Conducted within Planning Timeframe and Near Real Time Focus on Deliberate and Crisis Action Planning in JOEF Increment I 3/17/2018 6
Analytical Simulation Tools • Five Overarching Model Types – – – APOD SPOD Mobile Forces Tac. Air Shipborne Operations • Task Level Simulations determine Operational Effects – JEM determines hazard prediction – JOEF simulates the performance of operational activities and performance degradation from CBRN – JOEF calculates operational impact 3/17/2018 7
Analytical Simulation Tools 3/17/2018 8
Example: Fixed Site Tac. Air Operations Determine Casualties and Effects on Sortie Generation • Identify Critical Resources and Choke Points • Single Computer interface (Federation w/ Medical Data, Intelligence Data, Critical Resources…) Does Not Determine Combat Effects (consequences of reduced sorties or causalities on war effort) 3/17/2018 9
JOEF Statistical Overview (Mobile Forces Data) 3/17/2018 10
Planning Functions Numbered OPLAN Appendix 2, Annex C Component Appendix 2, Annex C MCWP 3 -37. 2 MCRP 3 -37. 2 C USMC TTP’s, CONOPS MSTTP’s 3/17/2018 11
Deliberate and Crisis Action Planning Support Workflow Management • Workflow Manager (WFM) module semiautomates and manages the multi-step processes used to produce various planning products such as Plans, Reports, and Assessments Activity Automation • Activity Automation (AA) Module semi-automates the creation of individual work products for tasks defined in a JOEF Workflow Manager process model 3/17/2018 12
Workflow Manager Description • Implementation of a workflow process creates work products by accessing data from external applications (e. g. , JEM) and/or the CBRN database and processing the data consistent with procedures in relevant TTPs and SOPs • Users graphically create, tailor, and save business process models and assign various tasks in the model to users acting in different roles • Users follow the progress of process execution once a model instance is created and the workflow commences 3/17/2018 13
Sample Workflow Model Graphical display of tasks, task relationships, and (during execution) task status Role-specific assigned tasks 3/17/2018 14
Activity Automation Description • The Activity Automation Module provides webbased worksheets and forms • Existing data in the JOEF database pre-populates fields in the worksheets and forms • User fills out worksheets and forms online and saves • Once the worksheets and forms completed, AA Module notifies the Work Flow Manager module that the task is completed • Other tasks that require this work product as a predecessor can now be performed 3/17/2018 15
Activity Automation Product Data Flow Equivalent data flow diagrams have been created for the other 53 Activity Automation products defined in the JOEF Performance Specification 3/17/2018 16
CBRN Planner Benefits • CBRN Planning Development & Automation (i. e. App 2 to Annex C, TTPs, CONOPS) • Optimization for Specific Products (i. e. sensor placement at fixed sites) • CBRN Exercise Planning (MESL Development) 3/17/2018 17
Consequence Management Tools • Consequence Management Tools – – CHEMRAT: Risk Management Heat Stress Indexes Persistency Charts Conversion Tools • Installation Incident Management System – Technology Transition Agreement – Key Capabilities Include: • CBRN Recon Sweep Progress Monitor • Cordon Tools 3/17/2018 18
Consequence Management Tools CHEMRAT CHART NBC Planner 3/17/2018 19
Medical Benefits • Single Computer interface (Federation w/ medical logistics Data, Intel Data, Medical TTPs and CONOPS, CBRN Defense Equipment Data…. ) • Casualty and Patient Load Estimates (CBRN effects) • CBRN Exercise Planning (MESL Development) • Medical Resource Planning (beds, support equipment. . ) 3/17/2018 20
