What is C 3 E 1. Collaborative Coalition Collection Environment (C 3 E) a language independent intelligence data collection interface usable by US and Coalition forces with initial fielding supporting the OPCON transformation on the Korean peninsula. • • Feb 23, 2010 The C 3 E Software will be developed to fuse time, space and purpose using a geospatial interface combined with translated drop down menu interfaces to create an absolute requirement based on straight forward language and visual interfaces. C 3 E will reduce data collection errors by guiding the user to choose a variety of options using "conditional" or "cascading" drop-down menus, where the sequential drop-down menus are dependent upon the selections in the previous drop-down menus.
C 3 E Project Overview • C 3 E allows coalition members to describe operational problems in their native language using common military terms, symbols and graphics – Think Turbo Tax and Google Earth • Provides a venue to receive, validate and assess requirements including – Potential, Probability and Priority • USFK Commander has issued an Operational Needs Statement (ONS) to fill a critical gap in the intelligence collection process due to the lack of a language independent requirements tool. • C 3 E will be a repeatable process within any US-Coalition environment • It will make the collection management process accessible to all war fighters – at Sea, in the Air, or on the Ground • Program will transition to JDISS* with funding transition support from USFK Joint Deployable Intelligence Support System*
Demonstration Plan • Integrated Assessment Plan: – Tech Demos: Scheduled FY 11 4 th Qtr and FY 12 2 nd Qtr – Types of users involved in assessments: USFK will conduct assessments and tests during theater CPXs – Exercises Venues: Ulchi Focus Guardian (UFG) FY 11, and Key Resolve (KR) FY 12 – Demonstration events linked to spirals: Demonstrations will be linked to spirals along all points of development – OUA: Linked to UFG FY 12 as an operational capability Feb 23, 2010

C 3 E FUNDING Feb 23, 2010
Summary – Joint Capability Needs: C 3 E bridges the gap between languages and allows an analyst/operators a simple way to submit requirements and drive collection – Funding: Committed: USFK , Republic of Korea, JDISS TBD: OSD, NAVY, DIA, CWP, ARMY – Technical Maturity: All technology is at level 7 or greater with enhancements through FY 11/12 – Operational Feasibility: Simple interface requires only minimal user training and knowledge – Transition Strategy: Program will transition to JDISS with funding initial support from USFK – Logistics, Residuals, Training: • USFK will support fielding by training JDISS personnel – train the trainer • JDISS provides O&M, Tech. Spt. to C 3 E within the CMMA enterprise Feb 23, 2010
