State Policies Leveraging ENERGY STAR and Portfolio Manager (examples) State Policy Alabama Executive Order 25 requires state departments and agencies achieve a 30 percent reduction in energy use by FY 2015 compared to 2005 levels, using Portfolio Manager to track and report energy performance.
