The main goals of social policy of Belarus are: 1 the growth of quality of life of the population 2 the creation of conditions for the development of human potential 3 to ensure a social protection for the people who can`t work and needy citizens 4 the orientation of the level and quality of life of our population to the economically developed countries To carry out these goals the guidelines of the social policy must be: 1 to create the conditions and opportunities for all citizens who are able to work to earn money for their needs; 2 the formation of the middle class as a factor in the stabilization of society; 3 ensuring the employment based on creating new places for work, including those in the private sector, to create a system of training and retraining; 4 the growth of pensions, increasing social protection for needed citizens by the rationalization of the benefit system, improving social services.
In conformity with the social and economic course of the Head of State, the National Strategy for Stable Social and Economic Development of the Republic of Belarus for the period up to 2020, and the Program of social and economic development of the Republic of Belarus for 2001 – 2005 social policy of our state has a bright guideline on increasing well-being of the population, as the most important indicator of living standards.
Environmental protection Protection of the environment is an essential condition to ensure environmental security and economic and social development. The law establishes the legal framework for the protection of the environment, natural resources, conservation and restoration of biodiversity, natural resources and facilities, and directs to ensure the constitutional rights of citizens to a healthy life and healthy environment. The main goals of the legislation of the Republic of Belarus on protection of the environment are: • ensure an enabling environment; • regulation of relations in the field of natural resource, their use and reproduction; • prevent harmful effects on the environment of economic and other activities; • development of the environment; • ensuring the rational use of natural resources.
