Why and How Dual Certification Become Reality § As Quality of diploma in engineering Why and How Dual Certification Become Reality § As Quality of diploma in engineering (DE) education in Bangladesh anguished by identified issues and § As Article 20. 17 of the NSDP- 2011 and Table 3, BTEB has been entrusted with the responsibility for the implementation of the NTVQF with the support of the NSDCS, ISCs and TVET providers and §As article 5. 6 and 5. 7 of NSDP-2011 suggested to Introduce Dual Certification and As the Authority is facing challenges to Transform the whole System to NTVQF §Dual Certification can be one of the way of quality assurance by embedding Course Accreditation Document(CAD) and ensuring Quality Assurance Manual(QAM) for registering the institutes, implementing PBL and CBA without annoying the existing living inputs. § So BTEB translated and tuned the existing DE course of Computer Technology up to NTVQF level-6 §Prepared CS and CAD involving NSDC and ISC §Started Piloting from current session (2016 -17) in 15 Polytechnics for Computer Technology

Features and Factors of translating & tuning DCT to NTVQF The Practical Subject directly Features and Factors of translating & tuning DCT to NTVQF The Practical Subject directly related to Occupation of existing Diploma in Computer Engineering course are translated & tuned to NTVQF so that a student can achieve dual certificates both for academic qualification as well as Skills qualification simultaneously from polytechnics The subject which are not directly related with any occupation or have no practical class, Suggested to align in modular form (performance based/ outcome oriented ). NTVQF level and competencies of existing occupations in IT sector (IT support, Graphic design and web design) are combined, rearranged, resequenced and re-clustered for aligning with DE courses. üGO and SO of each Technology related subject (practical part) are translated & tuned to Uo. C, competency elements and performance criteria so that it can be assessed in CBT&A mode.

Changes in Existing course q Existing new(2016) DE Course structure have slightly modified without Changes in Existing course q Existing new(2016) DE Course structure have slightly modified without changing its original feature & objectives. q Existing Occupations like Graphic Design have 5 level but after Tuning it was accommodate in 2 level incorporating and covering all existing competencies in GD occupation. The competencies are re-clustered for different level of each occupation. q Existing competencies of each Competency Standard have been incorporated against the related subjects and new demand competencies are append according to the suggestion of CS development team q. Some subject name changes by adding internationally accepted realistic word and modular feature for core subject. q. Tentative competencies are mapped against the subjects those have no relevant existing occupations and competencies but can not use due to relation with other technology.

Condition for awarding Diploma in Engineering certificate was proposed as For acquiring an Diploma Condition for awarding Diploma in Engineering certificate was proposed as For acquiring an Diploma in Engineering or it’s equivalent certificate, one must be certified in all occupations up to level 4, at least in three occupations up to level 5 and at least in two occupations up to level 6 including statement of achievement (SOA) in all management & supervision competencies. Approved Condition for awarding Dual Certificate with very much Flexible and relaxing mode of Implementation Students of Diploma in Computer Technology will be certified at least one level of an occupation per semester and advise to complete all available levels of that selected occupation. One can be certified to other occupations. The benefits of certifications will given to all certified students through replacing the achieved traditional Grade by A+ for the occupation related subject(s) All ready 172 students are certified in the occupation of Computer operation (level-1) for 1 st semester under piloting in 15 polytechnics.
