The reason why I am here; Relationship between Hungary and me n At first, I happened to write two papers in Hungarian journals before. 1) “The activities of the Japan Medical Library Association” in Az Orvosi Könyvtáros, 25(3)223 -235, 1985. At the same time, this article translated into “A japán orvosi könyvtárak szövetségének müködése” is also published in the following pages 236 -242 of the same issue. 2) “Categorization of primary medical journals by their bibliographic structures’s point of view. In Health Information and Libraries, 1(2): 32 -47, 1990.
I was a member of Editorial Advisory Board of “Health Information and Libraries” published by National Institute for Medical Information and Library, Budapest, since 1990 of the first issue. n These are large depending on Dr. Benda Maria. To our regret, I never meet her. n
And I met Dr. Livia Vasas in Barcelona this July, where the first International Workshop on Building the future of health libraries held at the Josep Laporte Foundation Library of Universitat Autonoma de Barcelona and she invited me to present almost the same content updated the statistical data. So I am here today and very thankful for Dr. Livia. I feel the red string not seen.
Brief introduction of NPO Japan Medical Library Association (JMLA) http: //wwwsoc. nii. ac. jp/jmla/ n JMLA was established in 1927 as "Governmentowned Medical College attachment library association". Afterwards, department of medicine of national universities, a public college, and a private university, department of dentistry libraries, libraries of an odontology research laboratories, and the hospital libraries, are made a member, and it has developed as a nationwide network organization that offers the only health and medical information in Japan. And moreover, a personal membership is introduced expecting the participation of the wide people in 1995.
n JMLA was reborn on November 20 th, 2003, as a Non-Profit Organization (NPO) with strong public interest or more character for health and medical treatment society in order to fulfill one's responsibility newly based on such a situation.
JMLA sets a mid/long-term nine targets. n n Target 1. Promotion of support to education, study, research, and diagnosis and treatment to take the revolution of the society in advance. Target 2. Promotion of access to information and knowledge of health and medical practice by medic, patients, and their families.
Target 3. Correspondence to sudden rise of the journal price such as “ 3 -Nots-Movement” consisting of 1) libraries do not subscribe to those expensive journals, 2) researchers do not contribute a paper to them, 3) researchers do not become peer-reviewers and editors of them, and n the movement that publishes the results of scientific research of home country to scientific journals of home country, in addition to introduction of consortia for
Target 4. Promotion of allotment purchase and preservation of foreign journals for managing to raise of journal purchase expense and keeping the space of stacks. Target 5. Promotion of the recognition system for qualification of health information professionals (JHIP). Target 6. Promotion of investigation and research activities for health and medical information services.
Target 7. Promotion of cooperation activities with inside and outside in country. Target 8. Positive promotion of trust business from government and related societies. Target 9. Promotion of establishment of national life sciences information Center (tentative name)

The roles of researchers in scientific journals Consumer as reader n Producer who writes an article n Role to peruse and to edit articles A researcher is in the tendency to contribute the research result performed by investing the research fund of a country or a university to the foreign journal which evaluation is high as much as possible. n
Libraries and scientific journals n n When a researcher continues to contribute his paper to some publishing companies’ journals, those journals serve as a large sum extremely, and it is becoming impossible to purchase them at a library. In addition, when it keeps introducing those electronic journals, it runs up the purchase cost to the snowman type, and it becomes impossible to buy it continuing the journal.
To normalize the state of such an unusual scientific communication librarians and researchers need to cooperate, "3 -Nots-Movement" such as; 1)libraries do not subscribe to those extremely high priced journals 2)researchers do not contribute a paper to those journals 3)researchers do not become peerreviewers and editors of those journals is considered to be indispensable.
Reasons why about 75 -80 percent of original articles in Japan is published in foreign journals 1)More people can read them in foreign countries. 2)It is admitted as a high-quality article. 3)It is invited to an international conference, and the evaluation be obtained by receiving the lecture request. 4)The quality of the peer-review of the article is very high and constructive. 5)It is possible to become the editor of the journal in the scientific community, too.
Each country aiming at the scientific information founding a state and the intellectual property founding a state. If each country does the science and technology information founding a state and the intellectual property founding a state in signpost, a lot of results of the research should be published in the scientific journal of home country in order to raise and promote a scholarly journal of each own country.
Necessity of spreading a scholarly journal of each country through the world 1) the place which publishes its research result 2) the stage which tells the world about the research situation of each country. 3) securing the national interest which will be produced from their research result, intellectual property, and own culture. 4) maintaining a country's secures the right of the contents of published papers. 5) maintaining a scholarly journal is to examine a paper and it is a place which raises the self-valuation capability of learning, and the necessity for the database of referees .
Strategy that promotes journals of each country 1) The article published in the journal of each country should be evaluated. It has been assumed to be good for researchers to contribute articles to foreign journals that their impact factors are as high as possible so far. It quotes the equal evaluation of the published article to their journal among researchers each other, and the effort to raise the impact factor is made.
Strategy that promotes journals of each country 2) The research results using the research expense of countries and universities are obliged to write for their own country’s journal. 3) The composition of buying the journal by the tax again to use the result performed by using the tax of each country should be reorganized.
The role of librarians 1. The current state of the scientific journals, especially the problem of the price sudden rise of the journals should be explained to the researcher. 2. The structural reform of the research publishing system is appealed.
Let’s support researchers to publish the results of scientific research of home country to scientific journals of home country: Proposal of the movement 1) It is necessary that the articles published in the journal of each country should be evaluated among researchers each other and make the effort to raise their impact factor as higher as possible. 2) The research results using the research expense of countries and universities are obliged to write for their own country’s journal. 3) The structure of subscribing to journals by the tax again in order to use the results studied by employing the tax of each country should be reorganized.
