World Health Organisations v WHO (World Health Organisations) is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends. v It was established on 7 April 1948, headquartered in Geneva, Switzerland.

Goals and objectives WHO goal To improve equity in health, reduce health risks, promote healthy lifestyles and settings, and respond to the underlying determinants of health. WHO objectives To develop and implement multisectoral public policies for health, integrated gender- and age-sensitive approaches that facilitate community empowerment together with action for health promotion, self-care and health protection throughout the life course in cooperation with the relevant national and international partners. Indicators Degree of integration of health promotion into national health strategies and services and appropriate settings. Sustainability of financing of health promotion interventions in countries.

The International Health Regulations (IHR) are an international legal instrument that is binding on 196 countries across the globe, including all the Member States of WHO. Their aim is to help the international community prevent and respond to acute public health risks that have the potential to cross borders and threaten people worldwide. The IHR, which entered into force on 15 June 2007, require countries to report certain disease outbreaks and public health events to WHO

How does the IHR Emergency Committee work? The Emergency Committee is made up of international experts who provide technical advice to the WHO Director-General in the context of a “public health emergency of international concern” (PHEIC) The Committee provides views on: whether the event constitutes a public health emergency of international concern (PHEIC); the Temporary Recommendations that should be taken by the country experiencing an emergency of international concern, or by other countries, to prevent or reduce the international spread of disease and avoid unnecessary interference with international trade and travel; and the termination of a PHEIC.

The role of a WHO/Europe country office is to respond to requests from the host country to support policy-making for sustainable health development, taking a holistic health-system approach. This includes providing guidance, building up local relationships to implement technical cooperation, making standards and agreements, and ensuring that public health measures are coordinated and in place during crises.

WHO Country Office in Kazakhstan The WHO Country Office, Kazakhstan was established in 1994 in Almaty. It was officially accredited by the Ministry of Foreign Affairs in August 2007. Before 2009, the WHO Country Office had two offices: a head office in Astana, the capital, and a sub-office in Almaty. The Country Office is the focal point for WHO activities in Kazakhstan. The country team consists of five people including two experts on: Ø mother and child health and reproductive and sexual health; Ø public health/climate change effects on health. The priorities for the Country Office are set out in the biennial collaborative agreement between WHO/Europe and the host country. The Office implements the agreement in close collaboration with national institutions and international partner agencies.

Health care in Kazakhstan The medicine in Kazakhstan, as well as in any other country, is designed to protect health and wellbeing of citizens of Kazakhstan. The health system of Kazakhstan at the moment is at a stage of transition to the market relations.

Main objectives of the Ministry are development state politicians in the area: Øpublic health cares, Ømedical and pharmaceutical education Øthe organization of providing according to the legislation of receiving free medical care by citizens Øorganization of providing population and treatment-and-preventive organizations with safe, effective and qualitative medicines, Øthe organization and development of the international cooperation within competence of the Ministry

The state program of development of health care for 2011 -2015 "Саламатты Қазақстан"

Purpose strengthening of health of citizens of the Republic of Kazakhstan and formation of an effective health system for ensuring social and demographic development of the country. Directions of realization: üStrengthening of preventive actions, screening researches, improvement of diagnostics, treatment and rehabilitation of the main socially important diseases üImprovement of sanitary and epidemiologic service üImprovement of the organization, management and financing of medical care in the Uniform national health system üImprovement of medical, pharmaceutical education; development and introduction of innovative technologies in medicine üIncrease in availability and quality of medicines to the population

Target indicators vincrease in the expected life expectancy by 2015 up to 70 years vdecrease in the general mortality rate by 15% vdecrease in an indicator of infantile mortality by 1, 5 times vdecrease in an indicator of maternal mortality by 1, 5 times vdecrease in incidence of children of pneumonia by 2015 for 50%, pneumonia mortality – for 20%

The state program of development of health care of the Republic of Kazakhstan «Денсаулық» for 2016 -2019 Program purpose Strengthening of health of the population for ensuring sustainable social and economic development of the country Objectives Development of the public health system: Improvement of prevention and management of diseases. Increase in management efficiency and financing of a health system. Ensuring rational use of resources and optimization of infrastructure. Realization term 2016 -2019

Target indicators By 2020: increase in the expected life expectancy of the population of the Republic of Kazakhstan up to 73 years

Implementation of the Program is calculated on 2016 -2019 and provides: Ø creation of service of public health care; Øpriority development of primary health care; Ødevelopment of efficiency of management in health care, Ømodernization of medical education, integration of medical science, educations and practicians; Øimprovement of provision of medicines but basis of the international standards; Øintroduction of obligatory social medical insurance; Ødevelopment of a control system of quality of medical services through partnership further development of information technologies in health care.

The president of Kazakhstan Nursultan Nazarbayev in the annual message told the people of the Republic, that since July 1 in 2017 in the country work on introduction of system of obligatory medical insurance will begin Along with an education system also the health system have to change. Since July 1, 2017 the system of obligatory social medical insurance based on joint liability of the state, employers and citizens will begin to take root. Efficiency of this system is proved by world practice. The wide range of medical services will be provided to participants of system of medical insurance. Participation in it of socially vulnerable segments of the population will be supported by the state"

In the sphere of social security on an assignment the President since July 1, 2017 pensions for 2, 1 million pensioners will be raised to 20% to the level of 2016 All these measures in 2018 will provide increase by 1, 8 times of the new size of basic pension in comparison with 2017
