Basic Federal-aid Requirements 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. The Federal-aid Highway Program is a Federal-State Partnership. States initiate all projects and decide where to use Federal-aid. The Federal-aid Highway Program is a reimbursement program. FHWA must authorize projects in advance. All Federal-aid Projects must be in an approved STIP. All Federal Actions must be covered by an appropriate NEPA Documentation. Federal-aid projects must be competitively bid. Required Contract Provisions apply to all Federal-aid Projects. States or Local Agencies must maintain all improvements constructed with Federal-aid. A Federal-aid Highway is defined as any road functionally classified above a Rural Minor Collector or Local Road.
