Report Status Draft with preliminary strategies from work groups was presented at the 12/9 meeting Executive direction provided on key issues (high-resolution strategy, governance) Reframing timelines based on new direction and in context of the transition
High-Resolution Strategy FGDC Steering Committee approved Ex. Com recommendation to eliminate Federal funding for 6 -inch imagery and offer it as a buy-up option of the 1 -foot component Ex. Com guidance is to develop a process to retain flexibility to meet evolving needs and avoid acquiring data by default where few requirements may exist Ex. Com directed the Technical Plan Work Group to define initial process and criteria for prioritizing Federal requirements for highresolution imagery Define an approach that includes a cyclical component and may also reserve a portion of the funding for annual decision making; urban area imagery needs would ensure buy-up opportunities for each state on a 2 -3 year basis Process will be useful at any level of funding and can be piloted to fulfill Outcome 1 goal to improve high-resolution coordination within existing funding
Governance – Preliminary Concepts Ex. Com supports establishing an IFTN governance body to include an official representative delegated by each agency to authoritatively report requirements and specific justifications Incorporate FGDC 50 States/imagery plans into the process; Ensure an open and transparent process and forum to align Federal and State priorities; oversee implementation according to agreed upon standards A recommendation for annual priorities would be presented for approval by the governance body to the Ex. Com
Governance Ex. Com tasked Technical Plan Work Group to coordinate with the National Digital Orthophoto Program (NDOP) Steering Committee regarding the role of the IFTN governance body as a sub-committee of the FGDC NDOP agreed to formalize the relationship by modifying the charter to become a FGDC sub-committee NDOP charter revisions will take into account the governance needs, roles and responsibilities that emerge as the high-resolution acquisition strategy and operational procedures are completed and confirmed Align with other FGDC sub-committees regarding charter
Stimulus DOI submitted a $100 M stimulus package for IFTN on behalf of the FGDC IFTN was mentioned as part of other private sector and association stimulus recommendations
Next Steps Continue refining high-resolution and governance strategies Present contracting and hosting and archiving strategies to Ex. Com for review and guidance Work with incoming executives Reframe timeframe for completion of Phase 1 Enhance Funding Strategy and Communications Plan for Federal and NGAC reviews
