Prior to Formation of the B&V Special Projects, B&V Had Served the USG for Over 35 Years B&V Departed to Assess Role of Designing and Managing Construction of Camp Pike in Arkansas Within 30 Minutes of Accepting the Assignment and Mobilized a Team of Around 75 Engineers to Get the Job Done In September 1940, B&V Again Was Called Upon to Refurbish and Lead Construction of New Bases to Support the Pending Conflict. Work Included Camp Robinson, Camp Chaffee, Camp Hale in the Rocky Mountains at 9, 000+ Feet, Hutchison Naval Air Station, and Many Others ELW - 3
It Was After World War II That Black & Veatch Began to Have a Focused Effort for USG Work and B&V Special Projects Was Formed In 1946, B&V Was Awarded a Major Contract to Design and Coordinate Construction of Storage Facilities for Atomic Weapons at Strategic Locations. “Design Group 15” Was Formed to Handle the Highly Classified Work The US Atomic Energy Commission Retained B&V to Convert the Temporary Facilities at Los Alamos to a Permanent Research and Development Center. Work at Other Nuclear Sites Followed In 1958 B&V Was Selected to Design and Coordinate Construction of the PHERMEX, High-Flux X-Ray Facility, at Los Alamos ELW - 4
In the 1970 s and 1980 s, Black & Veatch Expanded Its Role With Other Branches and Agencies in the USG At Cape Kennedy, B&V Designed the Central Instrumentation Building and Hi-Bay No. 2 Facilities in the 40 -Story Saturn V Assembly Building B&V Designed All of the Underground Silos and Support Facilities for the Atlas Missile In 1980 s, B&V Led the Upgrade of the Oak Ridge Y-12 Plant Including Weapons Component Production, Utilities, Security as Well as Environmental Improvements ELW - 5
In the 1970 s and 1980 s, Black & Veatch Expanded Its Role With Other Branches and Agencies in the USG B&V Has Provided Master Planning and Design Services on Numerous Global Military Bases Including Ft. Campbell, Kentucky, and Bosnia. Herzegovina In 1979, B&V Joined Three Other Firms to Form the AMBRIC Joint Venture to Oversee the Wastewater Collection and Treatment System for Metropolitan Cairo. B&V Served as the Program Manager for the JV on This USAID Program, Which at the Time Was the Largest Civil Project Undertaking in the Free World In the Late 1980 s, B&V Entered Into the Environmental Remediation Programs. Since Then the Company Has and Continues to Serve as an EPA Prime Regional Contractor and Has Managed Dozens of Cleanup Projects Including Several DOE Facilities ELW - 6

Federal Services Solutions – National Missile Defense l Client – US Army Engineering and Support Center, Huntsville, Alabama l Challenge – Provide A&E Services on a Wide Range of Highly-Complex Projects Critical to the NMD System Program l Solution – B&V Has Prepared Designs for Unique Projects Such as Missile Test Facilities, Ground-Based Radar Prototype Facility, Space Based Laser Test Facility, NMD Deployment Facilities, X-Band Radar Facilities, Supporting Power Plants, and Other Necessary Utilities l Results – B&V Began the Work in 1993 and Has Completed Projects in the Pacific Missile Test Range, Aleutian Islands, Interior Alaska, and Several Other US Sites. Federal Services Solutions – Automated Inventory Control and Management Systems (AICMS) l Client – Defense Threat Reduction Agency l Challenge – AICMS Will Be Deployed at 19 Nuclear Weapons Sites Throughout the Russian Federation. All Facilities / Sites Must Meet Russian Security Requirements for Processing State Secrets. Without Site Access, Vendor Service Technicians Are Not Permitted to Travel to an AICMS Site When a Problem Arises l Solution – B&V Has Developed a Detailed Lifecycle Support Plan That Ensures AICMS Will Remain Operational to the Greatest Extent Possible Given the Constraints of Site Access and the Remoteness of the AICMS Sites l Results – Our Lifecycle Support Plan Addresses the Real Constraints in Which AICMS Operates With the Intent of Providing Maximum Operational Reliability by the Most Effective Means ELW - 10 “Black & Veatch Special Projects Corp. demonstrated exceptional communication skills.
