Why IPT Testing? State law requires testing for oral language proficiency for NEW students Why IPT Testing? State law requires testing for oral language proficiency for NEW students entering Grades PK-12 whose home language is NOT English. The scores from this test are used by LPAC as part of the criteria to identify students as LEP. Oral Language Proficiency Tests (OLPT) must be from the state-approved list. Beginning in Spring 2007, scores from this test are also used by LPAC to exit students and reclassify them as NON-LEP. Therefore, students will take the IPT twice—once upon initial entry and once more upon exiting.

Why IPT Testing? ELEMENTARY GRADES (ENTRY): – Students whose home language is Spanish must Why IPT Testing? IPT Test must be administered by a TRAINED professional or paraprofessional EMPLOYED by HISD.

Note: Any new student from out of state whose Home Language Survey indicates a language other than English must be tested in HISD even if she/he has test results from the previous state. Student has to qualify as LEP using Texas state-approved assessments.

Criteria for Identification as LEP The Language Proficiency Assessment Committee (LPAC) shall use the Criteria for Identification as LEP The Language Proficiency Assessment Committee (LPAC) shall use the following criteria to identify a student as LEP. a) Has a home language other than English AND b) At grades PK-1, scores as non-English proficient (NES) or limited English proficient (LES) on a state-approved Oral Language Proficiency Test (OLPT) OR c) At grades 2 -12 -Scores as non-English proficient (NES) or limited English proficient (LES) on a state-approved Oral Language Proficiency Test (OLPT) and -Scores <40% on Total English Reading AND/OR <40% on Total Language on the English NRT (i. e. CAT, Stanford, etc. ) Once a student is identified as LEP, the LPAC must notify parents and seek their written permission for placement in Bilingual or ESL Programs.

Principal at each campus designates a person, could be a LEP clerk, LPAC chairperson, administrator, etc. Reminder: You must give your LPAC chairperson a copy of Oath of Test Security and Confidential Integrity form that you have signed and initialed. It must be placed in the LPAC binder as it is an auditable record.
