IPT Family of Tests IPT: IDEA Proficiency Tests IDEA : Innovative Differentiated English Activities

Why IPT Testing? State law requires testing for oral language proficiency for NEW students entering Grades PK-12 whose home language is NOT English. The scores from this test are used by LPAC as part of the criteria to identify students as LEP. Oral Language Proficiency Tests (OLPT) must be from the state-approved list. Beginning in Spring 2007, scores from this test are also used by LPAC to exit students and reclassify them as NON-LEP. Therefore, students will take the IPT twice—once upon initial entry and once more upon exiting.

Why IPT Testing? ELEMENTARY GRADES (ENTRY): – Students whose home language is Spanish must take the English IPT and the Spanish IPT – Students whose home language is anything other than English, but not Spanish, must take the English IPT only. SECONDARY GRADES (ENTRY): – Students whose home language is anything other than English must take the English IPT only. IPT is easy to administer at each individual campus. IPT Test must be administered by a TRAINED professional or paraprofessional EMPLOYED by HISD.

Who? Who will be tested for ENTRY? New students – English—all PK-12 if Home Language Survey indicates a language other than English – Spanish—all PK-5/6 (elem. ) if Home Language Survey indicates Spanish Remember: Students in PK-5/6 (elem. ) whose HLS is Spanish MUST be tested in BOTH English & Spanish. Note: Any new student from out of state whose Home Language Survey indicates a language other than English must be tested in HISD even if she/he has test results from the previous state. Student has to qualify as LEP using Texas state-approved assessments.

Who? Who will NOT be tested for ENTRY? – Students previously tested with IPT or another Texas state-approved oral test other than IPT – A transfer student (from within HISD or another Texas district) who has been previously tested and identified Who will be tested for EXIT? – LEP students who have met all other exit criteria (see HISD Exit Chart) – Only with English IPT

Who Will Be Administering the IPT (OLPT)? Trained professionals Trained paraprofessionals Testers should be proficient in the language of the test. No parent volunteers may test—testers must be HISD employees. Testers may NOT train additional campus testers. ALL testers MUST receive the official training and a certificate of being trained from Multilingual before testing any students.

When/What? When will testing occur? – When Home Language is NOT English – Within 4 weeks of enrollment What test should be used? – English? – Spanish? – Both?

The IPT Family of Tests IPT is administered individually to students— not as a group. Grade 6: IPT I or IPT II? – If Gr. 6 is on an elementary campus, IPT I is recommended. – If Gr. 6 is on a secondary campus, IPT II is recommended (language demands are greater).

Where Does Testing Take Place? Each individual campus Testing environment – Physical – Emotional Quiet place with no interruptions Don’t test a child who is crying – test him/her on another day when he/she is calmer No parents in testing room due to confidentiality issue

IPT Administration Overall tips and rules: – Read the corresponding Online Administration Manual before administering the IPT – Do at least one practice test; these are found under the Help & Training tab of the Online. IPT – Use ONLY the language of the test – Do not prompt or give clues – Do not skip Sample Items

IPT Administration Under Examiner Says: – Circled test items = IPT Test Pictures – Directions to examiner are in italics/parentheses – Repeat question ONCE with exceptions – “Close” answers get another chance – Use secondary prompts as applicable

IPT Administration Under Student Responds: – Count only answers that appear on screen – Sometimes there are several possiblities – One-word responses are often okay – Underlined words MUST be included in the student’s response – Grammatically correct contractions – No penalty for mispronunciation

LEP Identification & Placement Process Home Language Survey Testing (OLPT – CAT) LPAC Review Identify as LEP – Yes or No Documentation IF YES: ESL Level Parent Approval or Denial Place/Assign in Proper Class/Courses Documentation

Criteria for Identification as LEP The Language Proficiency Assessment Committee (LPAC) shall use the following criteria to identify a student as LEP. a) Has a home language other than English AND b) At grades PK-1, scores as non-English proficient (NES) or limited English proficient (LES) on a state-approved Oral Language Proficiency Test (OLPT) OR c) At grades 2 -12 -Scores as non-English proficient (NES) or limited English proficient (LES) on a state-approved Oral Language Proficiency Test (OLPT) and -Scores <40% on Total English Reading AND/OR <40% on Total Language on the English NRT (i. e. CAT, Stanford, etc. ) Once a student is identified as LEP, the LPAC must notify parents and seek their written permission for placement in Bilingual or ESL Programs.

Houston ISD LEP Student Exit Criteria NOTE: Students who scored AH in writing may be screened with the IPT while awaiting STAAR/Stanford 10 Reading scores. FES = Fluent English Speaker *IPT I is used for grades 1 -5/6. Principal at each campus designates a person, could be a LEP clerk, LPAC chairperson, administrator, etc. Reminder: You must give your LPAC chairperson a copy of Oath of Test Security and Confidential Integrity form that you have signed and initialed. It must be placed in the LPAC binder as it is an auditable record.
