The Grimsby & Cleethorpes Town Centres Investment Plan The purpose of the Town Centre Investment Plan is to: - • Identify where future investment opportunities exist in relation to economic growth, as outlined in the Local Plan. • To promote and market investment and development opportunities within the Borough. This Town Centre Investment Plan builds upon the development frameworks and strategies set out in the Grimsby Town Centre Masterplan 2009 and the Cleethorpes Renaissance Charter 2009
A New Era of Economic Growth The draft Local Plan seeks to enable strong economic growth over the next 15 years, creating 8, 800 additional jobs. Ø Grimsby remains a key location for Seafood processing Ø Port of Grimsby & Immingham is the UK’s largest port by tonnage, handling around 12% of the UK’s cargo Ø Chemical processing & engineering – Novartis, Cristal, BOC and BASF Ø Humber Bank energy plants including biofuel and biomass Ø Offshore Wind Industry - DONG, Eon, Centrica - there has already been investment of over £ 30 m in the Port of Grimsby with 400 new jobs. Wind farms will be maintained for a minimum of 25 years. Ø Tourism - Cleethorpes continues to attract over 9 million visitors a year An increase in business activity is leading to an uplift in demand for leisure facilities including restaurants and hotels

Grimsby Project A - Gateway Entrance Vision: Attractive urban gateway welcoming visitors into the town centre, active frontages, range of uses and improved public realm Consultation: Project fully supported Development Opportunity: Mixed-use, retail, food & drink, business, commercial, leisure
Grimsby Project B – Entertainment Hub Vision: Town centre entertainment destination, linking the High Street retail area with the new waterside development, creating a continuous daytime and evening economy. Consultation: Project fully supported Development Opportunity: Mixed-use leisure development including leisure, retail and food & drink.
Grimsby Project C – Waterside Vision: residential mixed-use development, a new public square and improved pedestrian promenade. Consultation: Project supported (highlight the importance of historic assets, support for the provision of new pedestrian corridors, should encourage development within town centre boundaries) Development Opportunity: Residential-led mixed use development to including residential, local convenience, retail and leisure.
Grimsby Project D – Station Quarter Vision: mixed use independent shopping area extending the character of Abbeygate and complimenting the high street offer of Freshney Place, new public square Consultation: Project supported. Development Opportunity: Mixed use retail, scheme including retail, food & drink, leisure, residential
Grimsby Project E – Minster Quarter Vision: New office & hotel quarter, Minster Quarter will a more tranquil business anchor in contrast to the leisure and entertainment hub. Consultation: Project fully supported Development Opportunity: Business, commercial, restaurant, hotel, retail.
Cleethorpes Project F – Resort Arrival Vision: Main approach into Cleethorpes, an attractive and bustling street with a range of retail, food and drinks outlets, improved public realm, encouraged use of Grant Street car park. Consultation: Project fully supported (scope now includes the Dolphin Hotel) Development Opportunity: Retail, food & drink, residential, hotel
Cleethorpes Project G – Station Quarter Vision: Main arrival into Cleethorpes, new public space surrounded by a mixed use development and new pavilion building will create a high quality destination, improved public realm and improvements to Grant Street car park Consultation: Retention of O’Neil’s Public House will be considered in any future development proposals. Development Opportunity: Mixed use, retail, leisure, residential on upper floors, conferencing, public toilet provision.
Cleethorpes Project H – Golden Loop & Central Prom Vision: The Golden Loop will reconnect Cleethorpes town centre streets with the seafront, offering facilities and attractions that reach beyond the beach and promenade. Townscape Heritage Initiative will be implemented along Alexandra Road and Sea View Street to refresh and repair the historic townscape. Consultation: Project fully supported.
Cleethorpes Project I – North Promenade Vision: The promenade will become an inclusive and attractive seaside destination, drawing visitors northwards along the promenade providing a complimentary offer to the pier, leisure and holiday parks to the south. Consultation: Project fully supported. Development Opportunity: Mixed use leisure, retail, food & drink, residential
General Comments: • The need to accurately align the Investment Plan with the draft Local Plan. • The need to include additional references to the Town Centre Masterplan (2009) and the Cleethorpes Renaissance Charter (2009). • It was noted that some of the developments lie within current parking areas and with an increase in expected footfall within the Town Centres, a parking study should be conducted to ensure that parking within these areas will be good quality, safe, accessible, adequate and competitively priced for the day-time and night-time economy. • Discussions with some landowners has taken place with most of the responses being positive in terms of the Town Centres Investment Plan. It is noted that there are some landowners that are not currently in favour of the development of certain sites. • The Parkway Project has been removed from the plan as North East Lincolnshire Council has not confirmed that this site will be made available for development through the relocation of the depot facilities.
