BACKGROUND Cont. . n The Government of the Republic of Zambia launched the Fifth National Development Plan (FNDP) for 2006 -2010. n One of the key components of the plan is the governance programme which concentrates on implementation of 5 components:
STRUCTURE FOR FNDP MONITORING n FNDP monitoring is structured around a logical hierarchy Input Outcome Impact Direct Investments financial and physical resources n Output Direct goods and services generated, arising from inputs Level and extent of utilization of goods and services, including satisfaction) Change in the welfare / wellbeing of the population Under Input, Output and partly Outcome we monitor FNDP Key Performance Indicators on the Delivery System
Monitoring of FNDP n Further, the Fifth National Development Plan document commits the Government of Zambia, through Governance Secretariat, to the production of a State of Governance Report. Governance Assessment State of Governance Report 2008…
Problems n Governance in Zambia is being monitored by a large number of international governmental and nongovernmental organisations n The only country that has NOT monitoring governance systematically in Zambia is…. ZAMBIA n The government of Zambia does not pay much attention to assessments done by outsiders n Institutional understanding and low M&E literacy n Low capacities to handle governance issues effectively.
Strategies to curb challenges n In-House presentations, meetings etc n Explore Literature review on Governance n Engage local (training) institutions n Engage external and local experts in short/medium-term training n “Zambianise” (Localise) Training

SETTLED ON OPTION NO. 3

Conclusion n Localising training enables you to train many people at a goal. n Localising training is key and best option to speed up nationally led governance assessments for monitoring of NPDs. n Training becomes more focused to the local set up n High level of consultation on areas of concern
