Global Electrical Systems Seminar Why include contractors? o From 1990 – 2003 P&G experienced a number of significant safety incidents with electrical contractors on P&G sites, including 8 fatalities Contractors 2
Global Electrical Systems Seminar Responsibilities o o Electrical contractors are responsible for their employee safety, training, and qualification programs The P&G ESO should be able to show that they have information on the contractor’s safety program and it is sufficient to allow P&G to have a reasonable expectation that the contractor’s electrical work is being done safely Contractors 3
Global Electrical Systems Seminar What should we do? o Gather Contractor Data before Awarding Work n n Contractors Get the contractor’s incident rate data Compare the contractor’s incident rate against P&G and industry norms Make sure the contractor has an electrical safety training program Ask contractor to document the qualifications of the employees that will work on P&G property 4
Global Electrical Systems Seminar Some Guidelines o o P&G should expect contractor employees to work safely while working in P&G sites If a contractor cannot demonstrate the qualifications of their employees, they should not be awarded the project Evaluate the ratio of qualified persons to trainees to assure trainees will not work unsupervised P&G is not responsible to manage the employees of an electrical contractor Contractors 5
Global Electrical Systems Seminar P&G vs. Contractor Responsibilities o o o The responsibility for electrical safety is based upon who is doing the work If the work is being done by an employee of the contractor, the contractor is responsible to manage that person’s electrical safety If the work is being done by an employee of P&G, P&G is responsible to manage that person’s electrical safety Contractors 6
